On October 27, 2023, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced 1 Year Required Inspection and met with the facility representative, Blanca Neumann. LPA disclosed the purpose of the inspection and was granted entry into the facility by the representative. LPA provided the entrance checklist to director There were fourteen (14) children present during this inspection and seven additional staff members. The facility consists of two (2) classrooms. The hours of operation are 7:30 AM-5:30 PM, Monday -Friday (ages 2.9 - 6 years)

CLASSROOMS: At 10:30 AM the facility was toured for health and safety, there are two (2) classrooms. Teacher and child ratio was observed, facility is in ratio during today's visit. There are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. The isolation area for sick children is in the director's office, away from the children in care. Drinking water is available inside and outside of the center. There were four (4) fully charged fire extinguishers, a functioning carbon monoxide detector(tested), wired smoke detectors, sprinkler system, first aid kit, and a pull down fire alarm. All solid waste storage containers have tight fitting covers on and appear to be in good repair.

FOOD SERVICE AREAS: This facility provides lunches and snacks for children in care and there are weekly menus posted at the facility. LPA observed an area where they have a refrigerator this area is clean and free of evidence of rodents. Low-fat 1% milk is being served at this facility. Pesticides and other similar toxic substances are not stored in cabinets that contains food. All storage containers for solid waste have tight fitting covers that are in good repair.

OUTDOOR PLAY AREAS: There's a large play structure, that is anchored for safety. This play structure has a a slide that has cushion to absorb falls. There are large trees and a canopy (front yard) that provides shade to children while at play. Families supply water bottles that is brought out doors for hydration. There's a shed in the rear playground that contains equipment, there is a lock to prevent accessible to children.

BATHROOMS AND TOILETING AREAS: The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Four (4) children's files and seven (7) staff files were reviewed around 09:45 AM. All staff files have required Health Screening, Employee Rights, and Criminal Record Statements and all children files contain Identification & Emergency, Parent Rights and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed, and certificates were reviewed. The facility representative's CPR and First Aid certificate is current and expires on 01/29/2024. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 8/31/2023. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: IMS is being provided at this facility. LPA inspected the medication, which is stored in a safe place that is inaccessible to children in care. Each of the medications has an unaltered label with the child’s name and date of issuance. A refrigerator shall be used to store any medications that requires refrigeration. The center is equipped with fully stocked first aid kits that is available in the classroom.

California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

Lead Testing: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA obtained a copy of the report.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

MyChildCarePlan.org: Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

There are no deficiencies cited today. A notice of site visit was given and must remain posted for 30 days. Appeal Rights Provided. Exit interview conducted and report was reviewed with the facility representative, Blanca Neumann.
