On 10/27/2023 at 10:06am Licensing Program Analyst’s (LPA’s) Morgan Pringle and Simerjit Kaur met with Director Shubra Gupta for an Unannounced Required 1-Year Inspection. Facility inspection was conducted with Director until 12:50pm. Assistant Director Elora Begum completed the inspection. During the inspection there were twenty-eight (28) infants and eleven (11) additional staff present. Five (5) classrooms, (Infant 1, Infant 2, Toddler, 1, Toddler 2, and Toddler 3) were toured for a health and safety inspection. The facility operates 7:00am – 6:00pm, Monday – Friday. The facility is dual licensed and holds a preschool (Facility #13422060) and school age (Facility #13422061) license.

The facility has ample age-appropriate materials in the classrooms that were observed to be clean and in good condition. All toxins, cleaning products, and hazardous materials were observed to be in inaccessible areas. Infant 1 and Infant 2 have cribs. All cribs used for sleeping were observed to be free of defects, clean, and in proper working order. Facility provides all sleeping materials that were properly stored and well maintained. All bottles and food are properly stored and labeled. The diapering areas were observed to be clean, properly cushioned, and free from any defects. There are carbon monoxide detectors, smoke detectors, and fully charged fire extinguishers on site.

The kitchen was observed to be clean and free from defects. The facility provides all food for the children. All food was observed to be properly stored and labeled. All food prep areas were observed to be clean and free from hazards. All cleaning products were stored separately from food.

The outside play yards are fully fenced, clean, and free from hazards with ample amounts of shade for the children. The play structure is anchored into the ground with ample cushion for safety. LPA’s did not observe any harmful or unattended bodies of water in or around the facility.

The facility is operating within its licensed capacity and is in ratio today. All staff working have obtained a criminal record clearance, exemption, or transfer. The fire/disaster drill log is complete with the last drill logged on 10/24/2023. A physical census of the children was taken and cross referenced with the electronic sign-in and out log. All children were properly signed in by their parent or authorized representative. All required postings are posted and made visible in the lobby of the school. LPA's obtained a sample of the children’s files, the staff files, and the facility files.

No deficiencies were cited during LPA's inspection.

Assistant Director was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Mandated Reporter Training ("Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting https://mandatedreporterca.com/. Personnel and facility roster must be properly maintained, and fire/disaster drills must be conducted at least every six (6) months and documented. Assistant Director was reminded that California law requires facilities to report unusual incidents and/or injuries to children in care, to the child's parents, and to the Department within 24 hours by phone. Within seven (7) days from the incident, facilities must submit the Unusual Incident/Injury form (LIC 624) to the Department. LPA's informed Assistant Director that all forms can be downloaded at www.ccld.ca.gov.

LPA’s discussed the safe sleep regulations with Assistant Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA’s also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA’s reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Assistant Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assistant Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
