On September 19, 2024, at approximately 12:50 PM. Licensing Program Analysts (LPA) Lorraine Dacanay Breaux arrived at the facility at for a 1 Year required unannounced inspection, and met Director, Deepa Shah. There were twelve (12) children in care and three (3) staff members (includes director) present during the inspection. The facility was toured for a health and safety inspection inside and out. The hours of operation are Monday through Friday, 08:00 am to 06:00 PM. Facility provides care for children starting at the age 24 months. This site has a Heritage program on site three classrooms are used for the heritage program.

CLASSROOMS: Per director one (1) classroom is used for preschool program. Teacher/child ratio was observed. There are adequate play and learning materials available. There is adequate heating/air conditioning, ventilation and lighting. The floors, furniture, and equipment are age appropriate and in good repair. Drinking water is available inside and outside of the center, families supply water bottles. There is proper individual storage space for each child. The isolation area for sick children is in the Directors office. LPA observed and tested the carbon monoxide detector located at the front desk. The center is equipped with a working telephone, pull down fire alarms and three (3) fully charged 3A40BC fire extinguishers and fully stocked first aide kit. The facility uses an electronic app called Neat School.

Per director the transportation is ONLY USED for the Heritage Program.

BATHROOMS AND TOILETING AREAS: The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children. (the change table is in arm’s reach of the sinks)

FOOD SERVICE AREAS: The kitchen is adequately equipped, and LPA did not observe any food stored with cleaning supplies. Monthly snack menus are posted and available. Parent bring the children's lunches.

OUTDOOR PLAY AREAS: There's is a play area in the rear of the facility. The yard has a play structure with there cushioning to absorb falls and the structure is anchored. The staff brings out the water bottles outside to keep the children hydrated. Per director there is a portable canopy that staff will bring out to provide shade. The playground is fully fenced. LPA did not observe any pools/hot tubs and/or bodies of water, director confirmed there are no pools and/or bodies of water at the facility.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. LPA requested reviewed six (6) children's files and three (3) staff files were reviewed around 1:45 PM. All staff files have required Health Screening, Employee Rights, and Criminal Record Statements and all children files contain Identification & Emergency, Parent Rights and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. LPA qualified director and 1 staff/teacher. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed and LPA reviewed director completed on 05/14/2024. The director's CPR and First Aid certificate is current and expires on 12/2025. The center is following the sign in and out procedure. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 09/18/2024. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone to regional office. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

Lead Testing: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

MyChildCarePlan.org: Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

There's no deficiency cited today. A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided. Exit interview conducted and report was reviewed with the Director, Deepa Shah.
