On September 19, 2023, Licensing Program Analyst (LPA) Simerjit Kaur conducted an UNANNOUNCED ANNUAL REQUIRED INSPECTION and met acting site supervisor with Christine Del Rosario and acting site director Norma Castraneda. The facility was toured to conduct a Health and Safety Inspection. Present the inspection were 4 staff and 10 children. The facility is within ratio and capacity compliance today. The facility operates Monday - Friday from 8:00am - 5:00pm and every Wednesday from 8:00am - 2:30pm.

The preschool/toddler component operates out of classroom 37 A and B. All classrooms were inspected for age appropriate furnishings, equipment, and adequate storage for children’s belongings. LPA observed the cleanliness of floors and surfaces. There are working carbon monoxide detectors, fully charged fire extinguishers and fire detectors/alarms are operated by Livermore School District. The bathroom have age appropriate faucets and toilets in working condition. There are two separate outdoor play areas, which are fully fenced. The toddler climbing equipment is properly anchored to the ground with adequate and appropriate cushioning material to absorb falls. There is a shaded area provided for the children. There are no pools, hot tubs or other accessible bodies of water. Per facility representative, there are no firearms present on the premises. Cleaning supplies/toxins are stored inaccessible to children during the inspection. All required postings are posted in the classroom. The facility provides breakfast, lunch and AM/PM snacks, menu is also posted. The lunch is prepared by Stanford Hospital. LPA reviewed storage of food and reminded director that all food must be in original packaging or labeled with expiration date. Individual cots are available for use of children. Bedding is washed weekly by facility. The center also conducts and documents fire and earthquake drills once every 6 months and the logs show that drills were conducted on 8/11/2023. A copy of children’s roster was obtained. LPA reviewed the children and staff members files. All staff have current proof of immunization.

A copy of the children’s roster was obtained. LPA reviewed children and staff members files. The opener, and the closer staff have current CPR/First Aid certificates. Sign in/out logs are maintained.

LPA discussed the Individual Infant Sleep Plan (LIC 9227) and infant/toddler sleep logs. Per site supervisor, all sleep, feeding and diaper logs are logged on facility daily log form. The representatives were reminded that baby bouncers, exersaucers, johnny jumpers and similar items are not allowed in licensed day care.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.


LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing information.



Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
