Licensing Program Analyst (LPA) Andrew Elliot and Licensing Program Manager Wynn Norona met with Facility Representative Nima Kapoor for an unannounced Annual Random Inspection on 06/23/2023 at 9:30 am. LPA disclosed the purpose of the inspection and was granted entry into the facility by the staff. The facility’s previous director, Deepa Tarunkumar, has recently resigned as of last week. The facility has a teacher acting as a director. The center is actively seeking a replacement for the director and LPA advised Nima Kapoor to submit documentation within 30 days of hire. In addition to the Ms. Kapoor, there are 46 children and 9 staff present today. The facility operates Monday - Friday from 8:00 AM to 6:00 PM.
The facility was inspected indoor and outdoor today for health and safety hazards and the following was observed; There are no bodies of water, firearms, or weapons on the premises. The center is in good condition with proper temperature and ventilation and is free of any hazards. All furniture is in good repair. The Center has age-appropriate toys and equipment. A first aid kit and a first aid backpack are available. The outdoor play area is fenced for supervision. The play structure is age-appropriate and in good condition with sufficient cushioning underneath. There is water fountain in the outdoor playground for children to use.

Broken toys are stored in an area behind the building, which is physically accessible from the play area. There are 3 bathrooms with 2 toilets and 1 sinks in each. The staff has separate bathroom. The bathrooms appear to be safe, sanitary, and free of any hazardous items. There is drinking water readily available for children. The children bring their lunch and snacks. The classroom has appropriate postings. The last Emergency Drill was conducted on 05/24/2023 and is properly logged. The center uses electronic sign in/out (Procare software) LPA reviewed sign-in and out sheet. The center has a complete record of sign-in/out sheets by an authorized pick-up person. There are multiple first aid kits available. There is a working fire alarm system in the facility. The Facility has a working smoke and carbon monoxide detector, a fully charged fire extinguisher, and a working telephone available. There are working carbon monoxide detectors in the main building, but there are no carbon monoxide detectors in the building where 2- and 3-year-old children are housed. Ms. Kapoor has stated that she has already ordered a carbon monoxide detector for the 2nd building, but it has yet to arrive.
All the Children records reviewed were complete. All children have a record of emergency identification information on file. All staff has a criminal record clearance on file. The acting site Director has a current Pediatric First Aid/CPR certificate on file. All staff has taken Mandated Reporter training. Director understands that there shall be at least one person, with valid CPR and First Aid certifications, on site always or present during off-site activities (field trips). Facility roster was obtained.

Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the facility representative confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.
