On July 26, 2024, Licensing Program Analyst, (LPA) M. Domantay met with Director, Marla Kirkwood, for the purpose of an unannounced case management inspection for an application that was submitted for a change of capacity. Facility is requesting to increase Preschool program capacity to 14. Facility operates Monday through Friday from 8:00 AM to 5:00 PM. The facility is pending updated fire clearance from the Oakland Fire Department.

INDOOR ACTIVITY SPACE:
There is 2 areas designated for the Preschool program, all measurements for Preschool 1 (Middle Room, Left Side) and Preschool 2 (Reading Area). Measurements for Preschool 1 and Preschool 2 is provided below. LPA observed a sufficient amount of equipment, toys, tables, chairs, cubbies, and cots. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. LPA observed a functional carbon monoxide detector in Directors office. LPA observed 1 toilet and 1 sink with stepping stool designated for children's use. LPA observed a electronic sign-in/sign-out system.

LPA measured the Preschool 1 area. The total classroom space contains a total of 409.58 square feet, which will not accommodate Applicant's request for the additional 4 preschool children. There is a separate private restroom for the staff located in the hallway across from the Toddler 2 classroom. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the Director's office or the reading area and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
All outdoor measurements remain the same from previous inspections. The Preschool outdoor play area is surrounded by a wall all around that is at least four feet tall. The play areas is surrounded by turf to cushion a fall. LPA observed a sufficient amount of equipment and toys. There is no play structure present in the outdoor play yard area. There are shaded areas supplied by canopies. The playground is free of debris and other hazards. There are no pools, hot tubs, or other bodies of water present.

LPA discussed 100% supervision is always required in all areas that children have access to including the
bathroom. Personal Rights, inspection authority, reporting requirements, maintaining buildings and grounds
was reviewed. Staff Qualifications, Staff to Children’s ratios and Capacity was explained to ensure
compliance. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director’s absence must be reported to the department within 10 working days.

Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
