On 5/12/2023 at 10:39am, Licensing Program Analyst (LPA) Catherine Fernandes met with Director Malyka Chop for an Unannounced Required Annual Inspection. There were 12 infant children in care, with three additional staff members. There is an preschool component attached to the center, license number 013423060. The teacher- child ratio was being met today. The center was toured for a health and safety inspection, operating are 7:30am – 5:30pm, Monday through Friday.
The center operates out of a building with one main classroom. The room floors, surfaces, furniture and equipment appear to be safe, sanitary and in good repair. The heating, lighting and ventilation is adequate. There is one sink available for the infants, the changing table is within arms length and is sanitary conditions. There are supplies available for the staff to wash and dry their hands. There is a separate bathroom for staff within the room. The activities and toys appear to be age appropriate for the infants in care. The outside play area is fully fenced with shaded areas. There is a separate kitchen area that is maintained in a clean manner. All food items are brought from home. The infant lunch boxes are labeled. The center has conducted their lead testing for the center and is within the required limits for day cares. All infants have access to clean drinking water. All infants have their own area to store personal belongings. The center is not using cribs and is utilizing mats for infant sleeping. The fire system is a pull station and is hardwired to the fire station. The center has a working carbon monoxide detector and smoke detector and fully charged fire extinguishers. LPA did not observe any bodies of water, free standing water, cleaning supplies, or toxic items accessible to children during today’s inspection.

All proper postings are made visible. The fire/disaster drill log was complete with the last drill logged 4/7/2023. The sign-in and out log was reviewed. LPA obtained the center’s files, and reviewed five infant files and all staff files. LPA obtained a copy of the children’s roster. All infant files had current needs and services plans, proof of 15 minute sleep checks and current sleep plans that reflect sleeping positions . All staff files were complete and current with CPR and Mandated Reporter training.

Director was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Personnel Roster must be properly maintained, and fire/disaster drill must be conducted every six (6) months and documented. Director was reminded that California Law requires all facilities to report unusual incidents or injuries to children in care, to child's parents, and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or email. LPA informed Director that all forms can be downloaded at www.ccld.ca.gov. Director was also informed that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com.

This facility provides Incidental Medical Services, IMS is not being provided as of today’s date. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

No deficiencies were observed during todays inspection.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100
