On 05/17/2024 at 10:00 am, Licensing Program Analyst's (LPAs) Brindha Govindasamy and Diana Campos conducted an unannounced annual inspection for Drena Brown's large family child care home. LPA's met with licensee, Drena Brown who guided analysts on a tour of the facility. During today's inspection, there were 4 children in care (1 infant, 3 preschoolers). Family members residing in home are licensee, licensee's 3 finger printed adult children and licensee's 2 minor children. Facility hours of operations are Monday to Friday from 6:00 am - 5:00 pm. Licensee is providing overnight care. Licensee is reminded that she can provide childcare for 23 hours only.

This is a split level home with the entrance located on the mid level part of the home. The home consists of 4 bedrooms, 3 bathrooms, Dining/Living Room, kitchen and back yard.

On limits Area: Living/Dining Room, Upper level Hall Bathroom, Kitchen.

Off limits Area : Basement , Basement Bathroom, Bedroom behind kitchen, Laundry Room , Second Floor Master Bedroom and Nursery Room.

Outdoor On Limits : Front yard, driveway to access backyard, Backyard.

Outdoor Off Limits : Outdoor Patio deck and Locked storage shed.

Per licensee, there are no weapons or firearms in the home. Licensee has an up to code 3A40BC fire extinguisher and working smoke/carbon monoxide detector on the premises. LPA's observed a wood burning fireplace in the living room however it's covered by wood board and blocked by anchored book shelf.The fireplace is made inaccessible for children in care. Licensee last fire drill was documented 04/02/2024.

LPA inspected the backyard and observed anchored swing set as well as age appropriate toys for children to play with. LPAs discussed with licensee that there needs to be 100% supervision when children are playing in the backyard. Children’s and staff records were reviewed. The licensee Pediatric First Aid and CPR certificate will expire in 08/28/2024. Licensee's Mandated Reporter Certificate expires 5/16/2026. Required postings were observed near the entrance.

Areas accessible to children were inspected. There is heating and ventilation for the safety and comfort of children in care. There were safe toys, play equipment and materials observed for children. There are stairs in the home that are made inaccessible for children in care. There is a working telephone in the home. Detergents, poisons, cleaning compounds, medications, and other items which can pose a danger to children are made inaccessible in the home. Off limit areas will be made inaccessible to children in care by child proof locks, safety latches , closed and or locked doors and visual supervision at all times.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at:https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
