On July 31, 2024, at 2:00 PM, Licensing Program Analyst (LPA) Janai McClain arrived at the home for an unannounced Annual Inspection. LPA met with the licensee Janet Cannon. Present during the inspection were two fingerprint cleared assistants, two infants, five preschool age, and three school age children in care. Licensee stated that the facility operates from Monday through Friday 8:00 AM to 5:30 PM.

The home consists of the living room, dining area, kitchen, two bedrooms and one bathroom, and the detached garage, which has been converted into a child care room and includes a second bathroom.

On limit areas: living room, converted garage, bathroom in the garage, and fully fenced backyard. The isolation area will be a section of the child care room, away from other children in care.

Off limit areas:
dining room, kitchen, both bedrooms, and the bathroom inside the main house, which are made inaccessible by gate, closed and/or locked doors and visual supervision. The kitchen will be used as a walk through.

There are ample age appropriate toys that are safe and appear to be clean and in good repair. There are no pools, hot tubs or any other bodies of water. LPA did not observe any hazardous materials or toxins accessible to children today. The home has a fully charged 3A40BC fire extinguisher, working combination smoke and carbon monoxide detector, and working telephone. The licensee's CPR and First Aid certificate expires September 2024. The licensee's mandated reporter certificate expires August 2024. The licensee was not able to provide the fire and disaster drill.

The facility is operating within its licensed capacity and is in ratio.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
