On 2/2/23, Licensing Program Analyst (LPA) Melissa Guirit conducted a Prelicensing inspection for the initial application that was submitted by the applicant. LPA met with owner, Tae Ha and toured all areas of the facility for a health and safety inspection. The infant area will be the area to the left on the first floor. The hours of operation are Monday through Friday from 8:00am to 5:30pm. The measurements are as follows:

INDOORS: 287.79 square feet = 8 children
OUTDOORS : Same measurements
A fire clearance, with a total capacity of 12 infants, ages birth to 2 years old was received from the Oakland Fire Department.

LPA observed that the classroom has sufficient lighting and appears to be clean and in good condition. LPA observed an ample supply of age appropriate activities, equipment and furniture. The changing table in the children's restroom is within arm's reach of a sink. The crib area has three cribs for crib age children. The building has a fully charged 3A40BC fire extinguisher, working fire alarm and carbon monoxide detector, and first aid supplies. There is a working telephone at the center. LPA did not observe any hazardous items that would be accessible to children. Families will provide food for children and milk up to one year old from home and facility will provide snack. Facility will utilize electronic sign in/out.

LPA observed the outdoor play areas, which is fully fenced and split into two sections. Per owner, both sections will be utilized. LPA reminded Owner to be sure that 100% supervision is provided and age appropriate. A waiver will be needed to show a rotating schedule between the infants, toddlers, and preschoolers. There is sufficient cushion to absorb a child's fall under the play areas. LPA observed shaded areas for children. The isolation area will be in the nap room.

Anita Lee is considered a qualified Director with current CPR/First Aid, which expires 11/2023 and mandated reporter training's completed.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

A Infant license for a capacity of 8 infants, will be effective today, 2/2/23. There are no deficiencies being cited today. Exit interview conducted with Owner, Tae Ha.
