On Tuesday May 14, 2024, Licensing Program Analyst, (LPA) M. Domantay met with Owner, Tae Ha, for the purpose of an unannounced case management inspection for an application that was submitted for a change of capacity and room change. Facility is requesting to increase infant capacity to 12 infants. Facility installed a low wall barrier within the previous toddler classroom. One side of the classroom, Front #2 is being requested by Applicant to be designated as infant indoor area and the other half will be designated for their toddler program. Facility operates Monday through Friday from 8:00 AM to 5:30 PM. The fire clearance was granted on 1/19/2024 for 12 infants ages 0 to 24 months by the Oakland Fire Department.

INDOOR ACTIVITY SPACE:
There are 3 infant indoor areas designated for the infant program, Front# 1 and Front# 2 and 1 area designated for the infant crib/nap area, Front #3.

Infant classroom is equipped with varied age appropriate materials and equipment. The infant program will serve crib-aged infants. LPA observed there is a separate crib/nap area for infants. Per Applicant Tae Ha, facility will serve 4 crib aged infants. LPA observed 8 cribs during today's inspection, 6 cribs will be placed in Front# 3 room and the extra cribs will be removed from the facility. The diaper changing counters are within arms reach of a sink. There is 3 sinks and 3 toilets available in the infant area. The staff studio room will serve as the isolation area for ill children and will use the staff restroom, if necessary. There is a separate play yard designated for the infant program. The yard is fenced in all around. Infant families will provide food for infants. There is a washer and dryer to launder bedding daily; facility provides sheets. Facility will utilize electronic sign in/out. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. LPA was unable to test carbon monoxide detector due to children napping during inspection. LPA notified Applicant Tae Ha to send video of functional carbon monoxide detector in the facility.

LPA measured infant areas, Front #1 and Front# 2. The total classroom space contains a total of 521.67 square feet, which will accommodate Applicant's request for the additional 12 infant children. There are 3 sinks and 3 toilets available for children's use in Front# 2 and a separate private restroom for the staff within the facility. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

OUTDOOR ACTIVITY SPACE:


There is one infant outdoor area on the property and is separate from the preschool and toddler outdoor space. The infant outdoor play area is fenced with wooden fencing that is at least four feet tall. LPA observed a sufficient amount of equipment and toys. There is no play structure present in the outdoor play yard area. There are shaded areas supplied by trees and canopies. The playground is free of debris and other hazards. There are no pools, hot tubs, or other bodies of water present.

There are no changes to the infant outdoor play yard. All measurements remain the same from previous inspections.

LPA discussed 100% supervision is always required in all areas that children have access to including the
bathroom. Personal Rights, inspection authority, reporting requirements, maintaining buildings and grounds
was reviewed. Staff Qualifications, Staff to Children’s ratios and Capacity was explained to ensure
compliance. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director’s absence must be reported to the department within 10 working days.

Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.



Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and
stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other
important information communication platforms.
