25 | Licensing Program Analyst (LPA) Jyoti Saini met with helper Fengfei Ning for an unannounced annual random inspection. LPA disclosed the purpose of the inspection and was granted entry into the facility by the helper. The licensee arrived during the inspection. Upon arrival at 11:05 a.m., the helper was supervising 10 children (3 infants and 7 preschoolers), and the facility was found to be out of compliance with staffing ratio requirements for a Large Family Child Care Home. The licensee resides in the home with her husband, and three minor children. The house is a two-story residence consisting of 4 bedrooms, 2.5 bathrooms, a living room, dining room, kitchen, garage, and backyard. As you enter, there is a gate at the front with a courtyard leading to the front door.
On-limit areas: Living room (main daycare area), dining room, half bathroom in the hallway, and backyard.
Off-limit areas: Kitchen area on the first floor, entire upstairs level, and garage.
LPA inspected the home for health and safety hazards. The daycare area is clean, orderly, and equipped with age-appropriate toys and equipment for children, both indoors and outdoors. The home has a working telephone, a functioning smoke and carbon monoxide detector, and a fire extinguisher that meets minimum requirements. During today’s inspection, LPA did not observe any bodies of water. There is a fireplace in the daycare room, which is barricaded with a toy shelf. Child-sized tables and chairs are available for snacks and activities. There are ample age-appropriate toys that appear safe and in good condition. The licensee stated there are no guns or weapons of any kind in the home. There are no pets in the home. The outdoor play area is fenced and free from defects or dangerous conditions. The licensee has two small trampolines in the backyard. LPA advised the licensee that the facility must comply with the manufacturer’s instructions listed on the trampoline, including supervision requirements, if any daycare children are using it. Both the licensee and the helper have valid CPR certifications. The licensee provides daily snacks, and children are required to bring lunch from home. All required postings are posted. LPA reviewed children filed and a copy of the facility roster was obtained.
