NARRATIVE
1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Licensing Program Analyst (LPA) Jyoti Saini met with Director, Shabriese Davis for an UNANNOUNCED REQUIRED RANDOM INSPECTION OF THE INFANT COMPONENT OF THIS COMBINATION DAY-CARE CENTER. LPA disclosed the purpose of the inspection and was granted entry into the facility by the director. In addition to the director, there are 19 children and 6 staff present today. The facility operates Monday - Friday from 7:00am to 5:30pm out of Room #5 (AKA Butterfly), Room #8 (AKA honey bee). The facility was inspected indoor and outdoor today for health and safety hazards and the following was observed; There are no bodies of water, firearms, or weapons on the premises. The center is in good condition with proper temperature and ventilation and is free of any hazards. All furniture is in good repair. The Center has age-appropriate toys and equipment. Each room has changing tables with connecting working sinks. The floors and the rugs are cleaned. Each infant classroom has refrigerator which has children's milk bottles stored. All the bottles in the refrigerators are labeled. Per director, at the end of the day unused bottle are returned to the parents. A first aid kit and a first aid backpack are available. The outdoor play area is fenced for supervision. The play structure is age-appropriate and in good condition with sufficient cushioning underneath. The classroom has appropriate postings.The last Emergency Drill was conducted on 10/19/2023 at 10:19am and is properly logged. Per director, there are no children on medication. The menu is posted in a visible location and is dated for the entire month. LPA reminded director that all food must be in original packaging or labeled with expiration date. Children bring their water bottles from home and the facility refill the bottles using brita water jug. LPA did not observe any dangerous items accessible today, including medications, poisons, disinfectants, or cleaning supplies, that could be dangerous to infants. All solid waste containers have tight fitting covers on and appear to be in good repair. LPA reviewed sign-in and out sheet. The facility uses pro care app to sign in and out the children. There is a working fire alarm system. The room has a working smoke and carbon monoxide detector, a fully charged fire extinguisher, and a working telephone available. All the infants have a current Needs & Service plan and an Individual Sleeping Plan. The facility director was reminded to document the 15 minutes sleep check ( see attached Technical violation).The facility roster was reviewed and copy was obtained. see next page...

A review of six children's files and five staff files was completed. All children have a record of emergency identification information and immunization record on file. All staff has a criminal record clearance on file. The site Director and staff has a current Pediatric First Aid/CPR certificate on file.

During inspection,

Criminal Record Clearance -

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Safe Sleep -

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Lead Testing –

CCC COMPLETED TESTING AND IS IN THE PROCESS OF REMEDIATING LEAD EXCEEDANCES

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
