On July 29, 2024, at approximately 1:10 PM , Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced 1 Year Annual Required Inspection and met with the Assistant Director, Rocio Guerrero. LPA disclosed the purpose of the inspection and was granted entry into the facility. There were thirty-one (31) children present during the inspection and total of eight (8) additional staff members. The facility was toured for a health and safety inspection. Hours of operation are Monday - Friday 8:30 AM - 5:30PM. The center is located on the premises of a church and consist of two rooms for the Infant/toddler component. This center has a preschool component #015700521

CLASSROOMS: The two (2) classrooms was inspected. The floors, furniture, and equipment are age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting. Drinking water is available inside and outside of the center. There are adequate play and learning materials available. There is proper individual storage space for each child. The isolation area for sick children is the main office, away from other children in care. The center has a wired smoke detector, a carbon monoxide detector, working telephone, pull down fire alarm system, an 3 (three) fully charged 3A40BC fire extinguisher.

BATHROOMS AND TOILETING AREAS: The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Changing table is in arm reach of the sinks.

FOOD SERVICE AREAS: This facility does not provide lunch for the children, snacks are provided and weekly menus posted at the facility. LPA observed an area where they have a refrigerator this area is clean and free of evidence of rodents. Pesticides and other similar toxic substances are not stored in cabinets that contains food. All storage containers for solid waste have tight fitting covers that are in good repair.

OUTDOOR PLAY AREAS: There are no bodies of water, or free standing water accessible to children. There are age appropriate toys and materials for the children. The playground outside classroom is fully fenced and all equipment and surfaces are free from hazards. There is large trees to provide shade.

RECORDS: LPA asked for children files around 2:00 PM, LPA reviewed nine (9) children files and six (6) staff files. All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. LPA reviewed the facility roster and obtained a copy. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed and certificates were reviewed. Director's CPR and First Aid certificate is current and expires on 06/10/2025. The center is in compliance with the sign in and out procedure. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: Per facility representation, no medication is being administered in the infant/toddler component.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Lead Testing: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. (LPA Breaux noted lead test was posted on the parent board for public viewing).

California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

MyChildCarePlan.org: Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies noted during today's visit. A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided. Exit interview conducted and report was reviewed with the Assistant Director, Rocio Guerrero.
