On December 16, 2024 at 12:50PM, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux arrived and conducted an unannounced Annual 1 year Required Inspection and met with Director, Li Guan . LPA disclosed the purpose of the inspection and was granted entry into the facility. There were sixty (60) children present during this inspection and 13 additional staff members (including administrative staff). The facility consist of five classroom. The facility was toured for a health and safety inspection. The hours of operation are 8:00 AM-6:00 PM, Monday -Friday. This program starts with children at age of 2 years old. (no infants)

CLASSROOMS: The five (5) classrooms was inspected (classroom names: purple, yellow, blue, green and yellow). There are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. Isolation area: In the directors area, away from children in care. The center has a wired smoke detectors, a carbon monoxide detector in the hallway (tested and functioning), working telephone, and fully stocked first aide kit in classroom, pull down fire alarm system, and twelve (12) fully charged 3A40BC fire extinguishers.

BATHROOMS AND TOILETING AREAS: The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. The children are able to reach the sinks and toilets. Supplies are available to the children.

FOOD SERVICE AREA: This facility does not provide lunch, lunch is supplied by parents. This facility provides snacks for the children. There are monthly menu posted. All storage containers for solid waste have tight fitting covers that are in good repair.

OUTDOOR PLAY AREAS: The school has a fully fenced playground area that the facility use for play and all equipment is in good repair. There's a small play structure that is anchored with cushioning to absorb children's falls. There are no bodies of water, or free-standing water accessible to children. Director confirmed there are no pools/bodies of water at the facility. There are age appropriate toys and materials for the children. Due to current weather conditions the outdoor play area was not completely inspected.

RECORDS: LPA requested files and reviewed children and staff files at approximately 1:30 PM. All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Twelve (12) Children's files and staff files were reviewed. All staff files have required Health Screening and Employee Rights. All children's files contained Identification & Emergency, Personal Rights, and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed and certificates were reviewed. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months at the last one conducted was on 12/04/2024. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: IMS is being provided at the facility. LPA inspected the medication, which is stored in a safe place that is inaccessible to children in care. Each of the medications has an unaltered label with the child's name and date of issuance. The center is equipped with fully stocked first aid kits that are available in the classrooms.

California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone. Roster of the children must be properly maintained and fire/disaster drill every six months must be documented.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Lead Testing: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA noted the Lead Report on the parent board.

This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
