A Case Management Inspection was conducted on this date 10/20/2022 by Licensing Program Analyst (LPA) Melanie Otsuji. LPA met with Area Manager, Monica Williams. An application was submitted for an Addition of Rooms and Capacity Increase. The center has requested to add rooms 6, and 8 as licensed space and increase capacity from 80 preschool aged children to 100 preschool aged children. The preschool program is located on the campus of SIAC Early Learning Center. The program is currently utilizing 4 classrooms on campus (Rooms 2, 7, 10 and 11). Also on site is an Infant Component operating out of 4 classrooms (Classroom 1, 4, 5, and 9). Operating Monday through Friday from 7:30AM - 5:00PM. This is a TITLE V Facility. Present today were 9 additional staff members and 32 preschool aged child. A health and safety inspection was conducted inside and outside. Measurements were taken and are as follows:

INDOORS: 4901.34 square feet = 140 children
OUTDOORS: 19483.85 square feet = 259 children

There are a total of 16 sinks and 13 toilets available for children use. Facility utilizes three playgrounds (Yard A, B and D). Drinking water is available inside and outside by way of water fountains and bottles brought from home. Facility provides lunch and AM/PM snacks. Menus are posted. Facility has a functioning carbon monoxide detector, smoke detector and fire extinguisher accessible throughout the facility. Facility utilizes an electronic sign in/out application which provides a unique identifier for each authorized representative. A paper copy is available should the application not work.

An approved Fire Clearance was received on 10/13/2022 from Hayward Fire Department for 100 preschool aged children.

All licensing required documents are posted. Per Director, all Opening and Closing staff have current Pediatric CPR/First Aid. This facility plans to provide Incidental Medical Services – IMS. An updated Plan of Operation that includes IMS must be submitted to the Department when any changes are made. Mandated reporter and appeal rights, unusual incident reporting and fingerprint requirements were discussed today. Director is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Facility has a new center director, Donnell Lilly, and a complete director's packet has been received and reviewed. Mr. Lilly will now be listed as the Center Director.

Zero Tolerance policies were explained.
The center was found to be clean, safe, sanitary and in good repair.

There are no deficiencies cited during today's visit. A license with approval for 100 preschool aged children operating out of 6 classrooms (Rooms 2, 6, 7, 8, 10 and 11) plus three yards (Yard A toddler yard/younger preschool yard, Yard B and Yard D) will be issued effective today, 10/20/2022.
