Licensing Program Analyst (LPA) Jyoti Saini and Licensing Program Manager (LPM) Wynn Norona arrived unannounced to deliver the findings from a complaint investigation for the above allegation. LPA and LPM met with interim Director Amy Quintar and Regional Director, Eman Isbeih and explained the purpose of the inspection. Present during today’s visit, interim director and three (3) staff members supervising 16 children.
Based on the interviews conducted, facility management did not acknowledge that such an incident occurred and interviews with staff revealed discrepancies. Although the facility is equipped with surveillance cameras, the regional director stated that the system is currently undergoing transition to a different IT provider, and therefore no recordings are available, leading to the conclusion that while the allegation may have occurred or is valid, there is no preponderance of evidence to prove the alleged violation. Therefore, the allegation is "Unsubstantiated.
Appeal rights were provided.
An exit interview was conducted, and the report was reviewed with Regional Director Eman Isbeih.
A notice of site visit was posted and must remain posted for 30 days.

Licensing Program Analyst (LPA) Jyoti Saini and Licensing Program Manager (LPM) Wynn Norona arrived unannounced to deliver the findings from a complaint investigation for the above allegation. LPA and LPM met with interim Director Amy Quintanar and Regional Director, Eman Isbeih and explained the purpose of the inspection. Present during today’s visit, interim director and three(3) staff members supervising 16 children.
Based on the interviews conducted, facility management and staff did not acknowledge that any incident occurred and discrepancies were identified in the interviews. Despite these inconsistencies, there is no indication or evidence to suggest that the child exited the building without adult supervision, leading to the conclusion that while the allegation may have occurred or is valid, there is no preponderance of evidence to prove the alleged violation. Therefore, the allegation is "Unsubstantiated.

Appeal rights were provided.

LPA and LPM met with interim Director Amy Quintanar and Regional Director, Eman Isbeih and explained the purpose of the inspection. Present during today’s visit, interim director and three(3) staff members supervising 16 children.
During the course of the investigation, two incidents were identified. However, based on the information gathered, these incidents did not warrant reporting to the licensing authority, as it was determined that visual supervision was present at the time of each occurrence leading to the conclusion that while the allegation may have occurred or is valid, there is no preponderance of evidence to prove the alleged violation. Therefore, the allegation is "Unsubstantiated.
