On September 4, 2024 at 8:00 AM., Licensing Program Analyst (LPA) Elimika Woods conducted an unannounced Annual Random Inspection and met with the facility representative Laura Corbett. LPA disclosed the purpose of the inspection and was granted entry into the facility by the facility representative. There were 21 preschool age children present during this inspection and three (3) additional staff members. The facility is located on the campus of Eden Gardens Elementary School in Room 1. The hours of operation are 8:10 AM to 11:10 AM for morning session, and 11:40 AM to 2:40 PM for afternoon session.

The facility was toured inside and out for a health and safety inspection. LPA checked the facility RECORDS and they show all individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. LPA conducted a census of the children and the census matches the children signed in on the sign in sheet. LPA reviewed four (4) children's files around 9:15 AM. Staff files are maintained and stored in the Hayward School Districts Human Resource Office and all licensing requirements for personnel are met as a condition of employment with the school district. At least one opening/ closing staff member has a current CPR & First Aid Certificate.

The one (1) classroom was inspected around 8:30 AM and teacher child ratio was observed. The floors are well maintained and were just replace during the summer time. The furniture is the age appropriate and the room temperature is comfortable. There is proper individual storage space for each child and the cubbies have their names posted on the shelves. The isolation area for sick children is next to the director's desk, away from other children in care.

The center has wired smoke & carbon monoxide detectors, a working telephone, an emergency bag with first aid equipment, and a fully charged 3A40BC fire extinguisher, which meets standards established by the State Fire Marshal hanging on the wall next to the entrance door. Disaster drills are being conducted at least once every 6 months in conjunction with the Hayward Unified School District schedule. All required documents are posted in a public accessible area.

This facility provides breakfast to children in care. There are weekly menus posted at the front entrance of the facility and per director the center also sends out menus to the parents on Class Dojo. LPA observed an area where they have a refrigerator this area is clean and free of evidence of rodents. This center serves low-fat milk to children in care. LPA reminded the facility representative that all persons engaged in food preparation and service shall observe personal hygiene and food service sanitation practices to protect food from contamination. All storage containers for solid waste have tight fitting covers that are in good repair.

The outdoor play area is fully fenced and the playground equipment appears to be safe and free of hazards. The children's play equipment is age appropriate and in good repair. There's a play structure that's anchored to the ground with cushioning underneath to absorb children's falls. The center has multiple canopies that provides shade to children while at play.

Observation made by LPA during the inspection...around 8:45 AM, the director dismissed the children from circle time one by one to go to the outside area and play. There was one staff member waiting for the children as they came outside to play. After all of the children were on the yard another child showed up to school and joined the children on the playground. Most of the children were running, or chasing each around the playground having fun. Some children were playing with the water toys while other build things with the Lego blocks. LPA also observed some of the children playing on the different climbing structures. At 9:30 AM, The children came in from outside play and washed their hands before eating breakfast at the tables. After breakfast the director put on some educational music and the children sang songs together.

LPA was told by the director that the staff's bathroom is located in the schools main building and that it was separate from the children’s bathroom. The children's bathroom is located inside the classroom and all of the sinks and faucets are in safe and sanitary operating condition. LPA flushed both toilets to make sure they were in operating correctly and they were and LPA made sure paper towels and soap were available to children.
