On 2/21/2025 at 9:00am Licensing Program Analyst (LPA) Morgan Pringle and met with Applicants Denisse and Jorge Argueta for an announced pre-licensing inspection for a change of location. Present during the inspection were the Applicants, their adult helper, seven (7) preschool age children, three (3) infants, and one (1) school age child. Applicants live in the home with their six (6) year old son. Applicant’s home was toured for a health and safety inspection. The facility operates 5:00am – 10:00pm, Monday - Friday.

ON LIMITS AREA: Entire home: (three (3) bedrooms, bathroom, living room, kitchen, dining area, covered patio and backyard
OFF LIMITS AREA: Garage
ISOLATION AREA: Primary bedroom (located on the left side of the hallway)

The facility is a single-story home owned by the Applicants. The home consists of living room, dining area, kitchen, one (1) full bathroom, primary bedroom (used only as an isolation area), napping room for infants (located at end of hallway), sons bedroom (used for school age children), covered patio, backyard, and garage.

This home was granted a fire clearance on 12/20/2024 from the Alameda County Fire Department with the condition of the garage remaining off limits.

The inside of the home was observed to be neat, clean with ample age-appropriate materials for the children’s learning and play. All toxins, cleaning products, and hazardous materials were observed to be in inaccessible areas. All off-limit areas in the home have been made inaccessible with locks. Applicants stated they provide all bedding for the children. Applicants provide sleeping cots and play yards for the children.

Applicant stated they provide all meals and snacks for the children. All infants currently bring formula and milk from home, but applicants stated they will provide formula if needed. Applicants use high chairs, feeding chairs and a child sized table for meal times and activities. There is a 3A40BC fire extinguisher and fire alarm on the wall in the dining area. There is a working smoke/carbon monoxide detector in all three (3) bedrooms and in the hallway. The home has centralized heat and air for proper ventilation. Applicants stated they transport children to the facility from local elementary schools. Applicants also transport children from school to the child's home when needed. There are no firearms in the home and there is one (1) dog currently not living in the home, but may come to the home at a later time.

The backyard is fully fenced with ample space for the children to play and all hazards have been made inaccessible to the children in care. LPA did not observe any harmful or unattended bodies of water in or around the home. There are also no pools at the home.

The Applicants Health and Safety training's will be updated on Sunday, 2/23/2025. Applicants will provide LPA proof of completion upon receipt of training certificates. Pediatric CPR and First Aid certificates are current and expire 6/1/2026 and 4/3/2025. Applicants Mandated Reporter training's are complete and expire 2/5/2027 and 2/19/2027. All adults living and working in the home have obtained a criminal record clearance or exemption or has transferred those clearances or exemptions. Applicants have provided immunization's for influenza, measles, pertussis and has a current record of tuberculous.

The Applicant provided proof of control of property.

Applicants were reminded that California law requires Licensees to report unusual incidents and/or injuries to children in care, to the child's parents, and to Community Care Licensing Division (CCLD) within 24 hours by phone. Within seven (7) days from the incident, Licensees must submit the Unusual Incident/Injury form (LIC 624B) to CCLD. Applicants were reminded that any structural changes or additions to the home must be reported to CCLD as well. Children’s Roster must be properly maintained, and fire/disaster drills must be conducted every six (6) months and documented.

Applicants were reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Applicants were also informed that Mandated Reporter Training ("Child Care Providers") is required for all staff and is to be renewed every two (2) years by visiting https://mandatedreporterca.com/. LPA informed Applicants that all forms can be downloaded at www.ccld.ca.gov.

Applicants were reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicants and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicants of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicants were informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

On this date, 12/9/2024 the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses.

Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

LPA has verified that all requirements have been met during this inspection and a license for a large family child care home is approved today, 2/21/2025.
