On March 19, 2025, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an announced Pre-licensing Inspection and met with applicant, Nalanda Elagovan. LPA disclosed the purpose of the inspection and was granted entry into the facility by the applicant. Present during the inspection was the applicant's fingerprint cleared husband. There were no children present during this inspection. The facility was toured to conduct a health and safety inspection. The facility plans to operate between the hours of 08:30 AM - 05:30 PM, Monday - Friday.

This two story home consist of four (4) bedrooms, two (2) and a half baths, living room (childcare room), kitchen, dining room, rear patio, and rear carport. This home is neat and clean with heating and ventilation for safety and comfort. The fire clearance for a capacity of 14 children was received from the Livermore -Pleasanton Fire Department on 03/3/2025 and approved. The licensee was reminded to abide by the conditions of the fire clearance which restricts the use of the second floor to children in care. The applicant was reminded that an assistant must be present at all times when there is more than 8 children in attendance. Whenever the assistant is not present, the licensee will comply with the capacity requirements for a small family child care home.

On-limit-areas: Living room (Child care room) half bathroom (main level near laundry room), and rear yard/patio area. Isolation area will be a section of the child care room, away from other children in care until parents arrive. There is no fireplace at the home.

Off-limit-areas: Main level will include the kitchen and laundry room. The entire second level which includes 4 bedrooms (master bedroom/bathroom) and hallway bathroom. Per Fire Safety Inspection second floor off limits to children in care. The off-limits are will be made inaccessible by safety gates, closed and/or locked doors and visual supervision. There is a safety gate at the bottom of the stairs. Outdoor play area is the fully fenced backyard and LPA observed that it is free from defects or dangerous conditions. There are ample age appropriate toys that appear to be safe and in good condition. There is a shed that has a lock. Applicant is reminded to keep the shed secured with a padlock when children are using the patio/rear yard.

There are no pools, hot tubs or any other bodies of water present in the on-limit areas during today's inspection. Applicant confirmed there are no pools/bodies of water that the home. LPA did not observe any hazardous materials or toxins accessible to children during today’s inspection. Applicant confirmed she resides in the home. LPA reviewed a copy of the Grant Deed, showing control of property.

The home has a fully charged 2A10BC fire extinguisher located in the dining room, working smoke detector, working carbon monoxide detector (tested), and telephone. Per applicant there are no firearms in the home. The applicant completed and received a certificate in mandated reporter training on 03/18/2025. Applicant's CPR and First Aid certificate is current and expires 11/23/2026.



Incidental Medical Services (IMS) policy was discussed. For IMS information , see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. The applicant was also reminded that Mandated Reporter Training is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com. CPR/First Aid is also renewed every two years. Baby bouncers & drop-down cribs are not allowed at the day-care facility.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Applicant was reminded that California Law requires licensees to report unusual incidents or injuries to children in care, to child's parents, and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone to the regional office, and written report within 7 days. LPA informed the Applicant that all forms can be downloaded at www.ccld.ca.gov.

Roster of the children must be properly maintained and fire/disaster drill every six months must be documented. The applicant is reminded any structural changes to the home or additions to the child care facility must be reported to Community Care Licensing. LPA reviewed with applicants the LIC 311D, Forms/Records to Keep in Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicants.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Megan’s Law: During the exit interview, the applicant, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Notice of site visit provided. Appeal rights provided. Exit interview conducted and report was reviewed with the applicant, Nalanda Elangovan. This home is recommended for Licensure on 03/19/2025 for a Large Family Child Care Home. END OF REPORT
