25 | Licensing Program Analyst (LPA) Jyoti Saini met with Licensee, Fei Xiao for a CASE MANAGEMENT VISIT—INCREASE IN CAPACITY. During this inspection, the Licensee was supervising four children ( one infant and three preschoolers). The facility has an approved fire clearance from Fremont Fire Department, with the condition that the garage remains off-limits. The home is a single-story home consisting of a living room, family room, dining area, four bedrooms, two bathrooms, kitchen, backyard, and garage.
On-limit areas include the living room and family room (used as primary daycare areas), dining area, bedroom #1 on the right side of the hallway (used as nap room), bathroom #1 on the right side of the hallway, and the backyard.
Off-limit areas include bedroom #2 (straight ahead at the end of the hallway), bedroom #3 (on the left side of the hallway), the master bedroom with its adjacent bathroom, and the garage.
The home has a working telephone, a smoke and carbon monoxide detector, and a fire extinguisher meeting the minimum requirements. During today's inspection, LPA did not observe any bodies of water. The Licensee states there are no guns or weapons in the home. There are no pets in the house. Licensee utilizes backyard as a outdoor play area. The backyard contains a variety of toys, including a wooden swing set with a slide, play deck, belt swings, and a rock climbing set. However, the belt swings are not properly anchored from the top. The licensee is instructed to keep the swing set off-limits, and children in care are not permitted to use it until it is repaired. Once the issue is resolved, the licensee must reach out to the Community Care Licensing Division (CCLD) to request an inspection prior to using the swing set for children in care.
Staff-children ratios were discussed with the Licensee for a Large Family Childcare Home (FCCH). If there is no helper, the Licensee will need to operate within the small FCCH in regard to ratios. If care is provided to the 7th and 8th child for a Small FCCH or the 13th and 14th child for a Large FCCH, the last two children need to be school aged.
