On 4/4/24 @ 1054am, Licensing Program Analyst (LPA) Erica Laird conducted an unannounced complaint inspection, and met with administrative assistant, Sabrina Winser. It was alleged that staff inappropriately handled a child in care and staff yelled at daycare children.

Facility director/owner Starr Gentles was interviewed on 3/20/24 at the facility. Starr stated she was not aware of staff handling children in an inappropriate manner or staff yelling at children. Starr stated there was an incident involving P1 and S1. Starr stated S1 was trying to console a child and P1 and some of the other children kept moving towards them. Starr stated S1 asked P1 and the other children to "get back" because they were escalating the situation.

On 3/20/24 LPA Laird conducted three staff interviews at the facility (S1-S3). S1 denied yelling or screaming at the children. S1 stated there was an incident when they were trying to comfort a child who was having a difficult time transitioning. S1 stated some of the children kept moving towards them so they asked the children to get back so they wouldn't get hurt. S1-S3 stated staff will raise voices to get the children's attention. S1 and S3 stated they have heard staff sound frustrated at times, but they have never heard staff yell or scream at children to scare or to intimidate. S1-S3 stated they had not seen staff handle children in an inappropriate manner. S1-S3 stated they had all taken mandated reporter training.

On 4/4/24 LPA Laird conducted three children interviews (C1-C3). None of the children interviewed stated they had observed staff being rough or yelling at the daycare children. All children stated they liked their school and felt safe with their teachers.

LPA Laird conducted an interview with two parents (P1 and P2). P2 stated the staff have a gentle approach with the children. P2 stated they had never observed staff yelling at children. P2 stated staff will raise their voices to get attention or to talk to children across the room, but they have not observed staff yell at the children in a harsh or mean way. P2 stated S1 has been their "go-to" person for helping to transition their child. P2 stated S1 is very good with the children. P2 stated they had never observed staff handling children in a rough or inappropriate way. P1 stated they had observed staff yell at children in care. P1 stated they had not seen staff handle children in a rough or inappropriate way.

On 3/20/24 LPA Laird observed camera footage from the "multi-purpose" room. LPA Laird obtained LIC500, facility roster, staff evaluations, LIC 9108s, and Mandated Reporter training certificates.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.

Exit interview conducted and report was reviewed with the administrative assistant, Sabrina Winser.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
