A case management visit was conducted on 8/23/2022 at 9:15am by Licensing Program Analyst (LPA), Emilia Grisak. LPA met with Child Development Coordinator Robyn Solansky. The licensee is requesting to add a toddler component for 32 toddlers, ages 18 months – 36 months to the existing preschool component without increasing capacity. The Child Development Coordinator was reminded that no child in the toddler program shall be placed in the preschool program before the age of 30 months without written permission from the child's authorized representative.

The toddler program will operate Monday-Friday, 7:30am to 5:00pm. The facility has a total of 8 classrooms. The toddler program will operate in Classroom #4 and facility plans on eventually using Classroom #5 as a toddler room also. The indoor and outdoor activity spaces were toured, and the Facility Sketch was verified. All meals are delivered from Nelson Ave school. Children will nap on mats in the classroom. The isolation area for sick children is located in the office area. Child Development Coordinator stated that enough staff will be available to cover teacher:child ratios.

The toddler playground is fully fenced and physically separate from the outdoor play area used by preschool children. There is grass to absorb falls. There will be age appropriate toys available for outdoor use. There is no pool, spa, pond, fountain, or any other body of water on the premises. Poisons and cleaning supplies are locked in a janitorial closet or in a locked cabinet in staff room. There is safe and age-appropriate furniture, toys, and play equipment available for children.

The children use water bottles inside and outside and teachers refill as needed. There are filling stations available in the classrooms for children. There is enough indoor space for 18 children in Classroom #4 and outdoor space for 21 children. There is a bathroom with three toilets and 4 sinks for children to use in the toddler classroom. An additional sink is available in the classroom area. The changing table that has been ordered will be located inside the bathroom and is within arms reach of a sink. The children will be changed on a mat within arms reach of a sink until changing table arrives. There are additional bathrooms in the building for staff use. The fire clearance was approved on 6/16/21 for 192 children. Based on the above, the maximum capacity for the toddler option at this time is 18 toddlers.

Child Development Coordinator Robyn Solansky was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to the initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with the Child Development Coordinator and discussed the Child Care Licensing Safe Sleep web page at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the Child Development Coordinator of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The Child Development Coordinator is aware that 15 minute checks must be documented for all children under the age of two while napping.

The facility is hereby granted a toddler option.

An exit interview was conducted, and the report was reviewed with Child Development Coordinator Robyn Solansky.
