Licensing Program Analyst (LPA) Nicolette Cunningham met with Licensee Michelle Nitzen for this change of location prelicensing inspection. The application was received by the department on January 27, 2022, this facility is relocating from 2010 Notre Dame Blvd., Chico (license number 45404349). This is a combination center with a separate infant and school age license. The total capacity between the three licenses shall not exceed 68 children.

The licensee is requesting a license for preschool age children, with a capacity of 36. The facility will operate Monday-Friday, 7:00 am to 6:00 pm. The preschool space will operate in 1 large classroom and children will use 1 bathroom which has three toilets and three sinks.

The indoor and outdoor activity spaces were toured, and the facility sketch was verified. The following areas will be off limits to children: kitchen. This area has been made inaccessible by a half door. Meals will be prepared in kitchen. Children will nap on mats in the classroom. The isolation area for sick children will be located office.

The outdoor play area is fully fenced. There is bouncy horses, four person teeter totter, tunnels and other play equipment for children to play on and adequate cushioning (gravel and bark) underneath. There is no pool, spa, pond, fountain, or any other body of water on the premises. The apartment complex has a pool that is located close to the outdoor play area and is fully fenced. The property which is fenced with chain length fencing with privacy slats. No poisons are stored on site. The property management company has a contract with a local pest management company. The stairs up to the loft will be made inaccessible when children are not using them. There is safe and age appropriate furniture, toys, and play equipment available for children.

A capacity worksheet was completed during the visit. There are 3 toilets and 3 sinks available for children.

LPA reviewed with licensee the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Licensee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant/licensee/facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant/licensee/facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
