A pre licensing inspection was conducted today at 9 am by Licensing Program Analyst (LPA), Wisehart. LPA met with applicant Kathleen Corbett. The applicant is requesting a license for 24 preschool age children on the Loma Vista School Grounds and is associated with the Chico Unified School District under Title 5. The facility will operate Monday-Friday, 7:45 am to 5:00 pm. The facility has one class rooms and one bathroom and a separate staff bathroom.

The indoor and outdoor activity spaces were toured, and the facility sketch was verified. The school lunches are provided by an off site kitchen (Marigold School). Children will nap on cots in the classroom. The isolation area for sick children will be next to the teacher's desk and cot will be provided.

The outdoor play area is fully fenced. The space is separated into a small play area and a large play area which will require proper staff positioning to view all areas. There is concrete for riding and playground equipment for children to play on and adequate artificial cushioning underneath. There is no pool, spa, pond, fountain, or any other body of water on the premises There is safe and age appropriate furniture, toys, and play equipment available for children.

A capacity worksheet was completed during the visit. There is enough indoor space for 24 children and outdoor space for 142 children, however the playground is shared with Innovate Preschool and the facility will request a waiver to use area via scheduling. There are 2 toilets and 2 sinks available for children. The bathroom is also shared with another on site Special Education Preschool and a shared playground waiver will be requested. Based on the above information, the maximum capacity of the facility is 24 preschool children.

LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
