On 3/18/24 at 9am, Licensing Program Analyst (LPA), J. Snow conducted an announced Pre-Licensing inspection for an increase of capacity. Upon arrival, LPA met with Applicant/Facility Representative Kathleen Corbett. Applicant is requesting to be licensed for 75 preschool children age children 2 -6 years of age. The facility currently operates in the Little Mustangs (Room 101), Little Lions (Room 102), and Little Bobcats (Room 104) and added Little Vikings, during today’s inspection. The hours of operation will be from 7:45am-5pm Monday – Friday. The facility is a Title 5 funded program Located on Marigold Elementary School grounds.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Kathleen Corbett that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Kathleen Corbett stated that they will locked in a lock box located in the cabinets in each classroom. There is an operational carbon monoxide detector on site on the ceiling combined with the smoke detector. All required licensing documents were observed posted in the Entry.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space in room # 101, 102, 102 & 104 measured 3,092 square feet, which is sufficient to accommodate the requested capacity of 75 children. Total Outdoor activity space measured 8,321 square feet, which is sufficient to accommodate the requested overall capacity of 75 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard.

Drinking water is available in the classrooms via drinking fountain, cups, bottled water. LPA observed all hazardous items to be inaccessible to children Kathleen Corbett stated that there are no bodies of water or weapons on the property. Fire clearance was granted for 77 preschoolers on 1/30/24.

LPA observed a total of 5 sinks and 5 toilets available for children’s use. The isolation area for children who are ill will be the director’s office. The facility will provide breakfast, lunch, snacks. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via door lock in an adjacent building. The facility currently has a fully fenced playground area for preschool children. The facility has a waiver dated 9/7/22 to allow the Little Lions preschool children on the Loma Vista School grounds to share the playground with the Innovative Preschool (License # 045407516), via scheduling.

The facility has a waiver dated 9/7/22 to allow the children from Little Lions Preschool to share the bathrooms with the children of Loma Vista’s School Special Education Preschool Classroom.

Shade is provided via awning and shade over climbing structure. There are sufficient outdoor age-appropriate toys and play equipment available on the playground(s). There is a climbing structure on the preschool, playgrounds for children ages Kathleen Corbett Climbing structure are labeled age 2-12 per the manufacturer sticker which is properly anchored. There is adequate cushioning in fall zones of climber provided by rubber matting. Drinking water is available via canteens and drinking fountains. LPA observed all hazardous items on the playground(s) to be inaccessible to children. Applicant Kathleen Corbett was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Kathleen Corbett was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The Kathleen Corbett does not currently have any children with IMS. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with [applicant, licensee, or facility representative] the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Kathleen Corbett was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given to [applicant, licensee or facility representative] and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted and report was reviewed with the applicant, licensee, or facility representative, Kathleen Corbett. The following corrections are needed prior to the issuance of the license:


1. Send the Public Agency Directors documents for Kathleen Corbett, (list provided)
2. Director/applicant Kathleen Corbett needs to be associated to this facility.

3. Updated fire clearance for 75 children, with room numbers will be ordered by CCLD

4. LIC500 (Personnel Report)- needs to be redone with only Kathleen Corbett on page 1 and the rest of the staff on page 2- it can all be done on one form- signature needed.
