On 8/17/23 Licensing Program Analyst (LPA) E. Laird conducted an unannounced complaint inspection for the purpose of delivering complaint findings.

On 7/27/23 LPA E. Laird conducted an unannounced complaint inspection and met with facility director Erica Matzen. It has been alleged staff are commingling day care children.

On 7/27/23 LPA E. Laird conducted an interview with one staff (S1). On 8/17/23 LPA E. Laird conducted an interview with two staff, (S2 and S3). All staff denied children are commingled in the classrooms. Staff stated there was a time earlier in the summer when children were overlapping on the playground for a few minutes every day. Staff stated the infants and toddlers would sometimes commingle while outside but the older preschoolers played off to the side. Staff stated this is no longer happening and all classrooms are on a set schedule which ensures there is no overlapping on the playground between classrooms.

Based on the evidence obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be substantiated. California Code of Regulations, (Title 22), is being cited on the attached LIC 9099D. Appeal rights were provided and exit interview conducted.

An exit interview was conducted with Erica Matzen, facility director.

A Notice of Site Visit was provided and shall remain posted for 30 days.

Facility has had a shared playground waiver on file since 7/6/23. Facility has scheduled times for each classroom which ensures there is no overlapping between classrooms/age groups. Licensee to provide CCL with the written playground schedule by 9/17/23.

This was regulation was not met as evidence by: Staff stated there was a short time earlier in the summer when children were commingled on the playground for several minutes each day, which posses a potential risk to the infants in care.
