On 5/16/24 @ 10:45am, Licensing Program Analyst (LPA) Erica Laird conducted an unannounced complaint inspection, and met with facility owner/director, Denise Alioto. It was alleged that staff did not meet daycare child's needs, specifically, children are forced to stay on their mats for the duration of nap time.

On 4/18/24 @ 10:19am LPA Laird conducted an interview with facility owner/director Denise Alioto. Denise denied children are forced to stay on their nap mats for the duration of nap time. Denise stated nap time is typically between noon and 2pm. Denise stated the nap time always includes a story time. Denise stated children are asked to lay down on their mats for approximately 30 minutes. If they haven't fallen asleep, children are allowed to have books and are asked to stay on their mats. Denise stated staff do not force children to stay on their mats. Denise stated there are usually four staff in the room with approximately 20-30 children. Denise stated sometimes staff will clean during nap, but there is always enough staff to maintain ratio. Denise stated children are never forced to nap.

On 4/18/24 and 5/16/24 LPA Laird conducted four children interviews at the facility (C1, C2, C3, C4). All children interviewed stated they nap at the facility. C2 and C3 stated they have to stay on their mats and rest during nap time. C3 stated they are not allowed to get off their mat during nap. C2 and C3 stated they don't like naps. C3 stated if they are "good" they can have a toy or book on their mats while they rest, but not until nap time is almost over. C1 and C4 stated the teachers let them get off their mats during nap time. C4 stated they can go get books or sit in the "book nook".

On 4/18/24 LPA Laird conducted two staff interviews (S1, S2). S2 stated children are not forced to stay on their mats during nap time. S2 stated children can have books or can play quietly at the table. All staff interviewed stated the facility remains in ratio during nap time.

On 5/14/24 LPA Laird conducted three parent interviews (P1, P2, P3). All parents interviewed stated their children nap at the facility. P1 stated the facility allows their child to have books or to go to the "book nook" during nap. P2 stated they were at the facility during nap and observed children resting on their mats with books while other children were sleeping. P2 stated there were at least two teachers who were checking on the nappers and bringing books to the non-nappers. P3 stated their child had told them they were not allowed to get off their mat during nap time. P3 stated when they approached Denise with these concerns, Denise stated "that's just what we do".

On 4/18/24 LPA Laird obtained the facility handbook which states: Rest time will follow lunch for approximately 2 hours. Children are encouraged to respect quiet time. If a child is no longer napping, a quiet activity will be offered after a brief rest period.

Based on interviews, observations, and documents obtained, LPA Laird have found the allegations to be unsubstantiated.
