On Thursday, September 29, 2022, Licensing Program Analysts (LPAs) Elvira sierra and Tiffanie Diep met with Licensee, Merlita Stulcup for an unannounced complaint visit to deliver the findings for the above allegation. Present in the faciliy was Licensee caring for three daycare children.
During the course of the investigation, LPAs observed the care and supervision of the children, interviewed licensee, staff, parents and reviewed pertaining information. It was alleged that S1 yells at children and that S1 hit C1 with a chair for pulling the Licensee’s dog’s tail. Interviews with day care children, parents and S1 corroborated that S1 does yell at day care children when they misbehave. C1 stated S1 hit C1’s leg with a chair for pulling the dog’s tail. S1 denied the allegation and stated they stood up abruptly when C1 pulled the dog’s tail to prevent C1 from being bit and in so doing the chair may have slid and hit C1’s leg. There were no witnesses to corroborate the dog and chair incident. However, several interviews corroborated that S1 has taken a day care child by the arm and dragged them across the floor to time out. Therefore, the facility is being cited a Type A violation for personal rights on the following LIC9099D page.
