On 01/13/25, Licensing Program Analysts (LPAs) Elvira Sierra and Corina Beckby met with the applicant, Denise Bridges for a change of location inspection. Licensee is requesting a change of location from previous facility (# 54500341) to current location. The facility main home consists of three bedrooms and 2 full bathrooms and additional unit is a one bedroom and one bathroom. Licensee’s tentative operating hours are M-F from 05:00a.m. to 07:00p.m. Present during the inspection was Licensee and Licensee's mother in law supervising four children (3 children present were Licensee's own children).

LPAs inspected the entire home inside and outside for health and safety and the following was observed; Off limit areas are; Master bedroom, bathroom inside the master bedroom, detached garage in the additional unit, storage area by the right side of the garage, wood shed, well house an the chicken coop. Licensee acknowledged that children are never allowed in the off-limit areas. Off limit areas will remain inaccessible to children by closed/ locked doors and/or supervision. Licensee understands that if any structural changes are made to the home; licensing must be notified prior to construction. Licensee understands that if she wants to make any off-limit area an on-limits area, she must notify licensing and an LPA must conduct an inspection before children are allowed in the area.Toys/reading material and napping equipment were observed. A functioning telephone, a 2A10BC fire extinguisher, smoke and carbon monoxide detectors were observed. Hazardous items and personal hygiene items are made inaccessible to children. LPA observed all firearms and ammunition to be locked and stored according to Title 22 regulations. There is a large pond in the facility. The fence surrounding the pond will require further review by Licensing office. The property outdoor area must be clear of any gardening or hazardous equipment/material.
Applicant has a current Mandated Reporter Training Certificate that expires on 01/14/27 and pediatric CPR and first aid training was verified and expires on 12/26. Facility will provide meals and transportation if necessary for clients.

Applicant acknowledges that only drivers licensed for the type of vehicle to be operated shall be permitted to transport children in care, the manufacturer's rated seating capacity of the vehicle shall not be exceeded, motor vehicles used to transport children in care shall be maintained in safe operating condition, and all vehicle occupants must be secured in an appropriate restraint system. The applicant provided proof of control of property. LPAs explained about obtaining $300,000 liability insurance. Applicant understands that until a policy is obtained, daycare parents must sign the Affidavit of the Liability Insurance, LIC 282.
LPA discussed IMS services and the requirement to create a plan of operation. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Childcare Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/(800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.
LPAs discussed with applicant that absences shall not exceed 20 percent of the hours that the facility is providing care per day. The Department must be notified at any time facility is closing for vacation or any other leave that requires to be absence more than 20 percent per day.
All adult residents received criminal record clearances. Applicant was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Report continues on subsequent page 809C--

On this date, 10/21/24 the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. During the exit interview, the applicant, Denise Bridges confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS.

Exit interview conducted and this facility evaluation report was reviewed and discussed Applicant, Denise Bridges. Records, postings, and reporting requirements were discussed. LIC311D was provided and discussed. Licensee was encouraged to visit the department website at WWW.CCLD.CA.GOV for information regarding childcare updates, forms, regulations and legislation pertaining to family childcare homes.
