0n 2/13/24 at 8:07A.M., Licensing Program Analysts (LPAs) D. Frison and B. Plumboy met with center Director L. Sartorius for an UNANNOUNCED ANNUAL RANDOM INSPECTION. This center is located on the campus of Life Church. There is a K-8th grade school on site and the Director is aware children in care may not commingle at any time. Present for this inspection was 11 staff members and 62 preschool age children. The facility was toured by LPAs and center Director to conduct a Health and Safety Inspection. The center operates Monday - Friday from 7:00 A.M. - 6:00 P.M.

There are 5 rooms designated for preschool age children (Rooms:6, 7, 8,9, and 10). The Center is equipped with first aid kits, fully charged fire extinguishers, refrigerators, telephones, and restrooms which are located inside each classroom. The staff restroom is located in the main office. All the toilets and sinks are in working order during today's inspection.

There was no standing water on the floor observed during today's inspection. Classrooms have furniture and equipment for the use of children in care. The heating and lighting is adequate. There is drinking water available in the classrooms and outdoor, and children in care bring water bottles from home and the center has filtered water stations to refill the water bottles if needed. There are adequate storage hooks for children's belongings. The facility appears to be safe, and sanitary during today's inspection. All toilets, hand washing and cleaning areas are in safe and sanitary operating condition during today's inspection. All storage containers for solid waste had a tight-fitting lids. All surfaces accessible to children are clean and toxic during today's inspection. Mats are available for use of children during day's inspection. The bedding is sent home weekly to be washed by the child's family. Meals are provided by parents and AM/PM snacks provided by center. The center has conducted and documented a fire/disaster drill on 1/25/24.

The center roster was reviewed, and a copy was obtained. All staff have provided proof of immunization against pertussis and measles, and provided a note declining the influenza immunization. At least one opening/closing staff member has a current CPR/First Aid certificate. Director understands that there shall be at least one person, with valid CPR and First Aid certifications, on site at all times or present during off-site activities (field trips).

California Law requires Child Care Centers to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail.

The Director is reminded any structural changes to the center or additions to the child care facility must be reported to Community Care Licensing. Director was reminded of Departments inspection authority, with our without any notice.

Director L. Sartorius was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.



Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA's informed center representative Morgan of the 21-21.1-CCP.

Director L. Sartorius was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed Director L. Sartorius of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was encouraged to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates.

See 809-D for deficiency cited during today's inspection. A notice of site visit was given to Director L. Sartorius and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted.
