On 3/6/23 Licensing Program Analyst (LPA) Monica Mathur conducted an unannounced Subsequent Complaint Investigation at Moraga Valley Presbyterian Church Nurtury. LPA met with Director, Carolyn Nakao and explained the purpose of today’s inspection which is to deliver the finding for above allegation.

Investigation was conducted by Investigations Branch investigator Abeyta. During a scheduled forensic interview, child in question did not want to participate and did not disclose any inappropriate touching allegations against staff in question. There were no indications of injuries to child in the Medical and Examination Reports. Interviews conducted with staff revealed consistent statements of child being independent when using the restroom; staff in question not assisting in child’s diaper changing and was never left alone with staff in question. Other staff denied witnessing staff in question touching children inappropriately. Staff in question also denied allegations of inappropriately touching child. Parents interviews revealed there to be no concerns, no issues and feelings of being safe with staff in question.

Given the above information, it was determined by investigator Abeyta there is insufficient evidence to substantiate child was inappropriately touched while in care.

Based on the interviews and information obtained throughout the investigation, the allegation is UNSUBSTANTIATED which means although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.

No deficiency has been cited for this allegation. Exit interview conducted with Director, Carolyn Nakao. A NOTICE OF SITE VISIT WAS ISSUED AND MUST BE POSTED FOR 30 DAYS.
