On 11/13/2024 at 10:30AM Licensing Program Analyst (LPA), A. Curry conducted an unannounced subsequent complaint visit. LPA met with the Assistant Director, Kathy Laplante, to discuss the above allegation. The Director, Coleen Moulton, joined the visit via telephone. LPA previously toured the facility, made observations, reviewed documentation, and conducted interviews with staff and parents. During the course of the investigation, it could not be determined that a child's authorized representative was denied access to enter and inspect the facility. Interviews revealed that parents are allowed to inspect the facility upon request. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur. This allegation is Unsubstantiated.

Notice of site visit was given and must remain posted for 30 days.

Exit interview conducted, appeal rights were given, and report was reviewed with the Assistant Director, Kathy Laplante and Director, Coleen Moulton.

On 11/13/2024 at 10:30AM Licensing Program Analyst (LPA), A. Curry conducted an unannounced subsequent complaint visit. LPA met with the Assistant Director, Kathy Laplante, to discuss the above allegation. The Director, Coleen Moulton, joined the visit via telephone. LPA previously toured the facility, made observations, reviewed documentation, and conducted interviews with staff and parents. All interviews revealed the pick up and drop off location is located outside of the building and children's authorized representatives rarely enter the facility. The required postings are located in the building near the office, which are not viewable to a child's authorized representative. The preponderance of evidence standard has been met, so therefore the above allegation is found to be SUBSTANTIATED. Violations of the California Code of Regulations, Title 22, Division 12, Section 101218.1(c) is being cited on the attached LIC 9099D.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur. This allegation is Unsubstantiated.
