On 12/24/2024 at 8:20 am Licensing Program Analyst (LPA), Mario Caro conducted an unannounced annual required inspection. LPA met with designated facility Director, Melissa Sheridan. This is a school age program licensed for 120 children which operates Monday – Friday from 7:00 AM – 6:00 PM. The facility is located on the premises of Murwood elementary School. Per the Director there are 162 children enrolled.

LPA began facility tour and all areas identified on the facility sketch were inspected. Upon arrival, LPA observed 7 children with 6 staff. Teacher-child ratios were observed to be in accordance with Title 22 regulations. The Licensee is within the conditions, limitations, and capacity specified on the license. Staff names were recorded, and all children were observed to be under visual supervision of a teacher at all times.
LPA observed the facility to be clean, safe, sanitary and in good repair. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and hand washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free.The center had a paper sheet for sign in/out that was complete with signatures for all children currently at facility. The facility has a fully charged 3A-40-BC fire extinguisher. There are smoke detectors throughout the center, and the fire system is hardwired. The carbon monoxide detector was tested and in operational condition. There is heating and ventilation in the classrooms for comfort. At this time, an area in the office is used as an isolation area. Parents are contacted immediately when children are determined to be ill and staff are ensuring that children with obvious symptoms of illness are not being accepted.

Snack menus were reviewed. All food preparation and storage areas are clean, free of litter, rubbish, and rodents/vermin. There is drinking water available in the indoor classroom and individual water bottles are taken outdoors. All storage containers for solid waste, including moveable bins are in good repair. Classrooms have trash cans with tight fitting covers for the disposal of solid waste. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to children. The director takes measures to keep the facility free of flies, other insects and rodents.

All documents required to be posted were appropriately posted on the walls: License; Emergency Disaster Plan; Earthquake Preparedness checklist; Notification of Parents Rights; Personal rights; Child seat belt laws; menus; daily activity schedules. First aid kit were complete and current.



Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition and is free of hazards. Areas around and/or under climbing equipment have cushioning material to absorb a fall. LPA did not observe any bodies of water during this visit. Director states there are no weapons or firearms on the premises.

Staff Records were reviewed to ensure that a health screening report is on file. Children’s Records were reviewed to ensure that Identification and Emergency form and are on file. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed.



CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



A notice of site visit was given and must remain posted for 30 days.
Exit interview conducted, appeal rights were given, and report was reviewed with the Director, Melissa Sheridan.
