13 | On 12/29/2025 at 12:05 PM Licensing Program Analysts (LPAs) Mone Flores and Kareeca "Reeca" Sykes conducted an Unannounced Subsequent Complaint Investigation at KinderCare Learning Center. LPAs met with the Assistant Director, Pamela Souza, and explained the purpose of today’s inspection. During the visit LPAs observed one (1) infant in care. The licensee stated that there are five (5) infant children enrolled at the facility. Complaintant alleges that "Staff does not ensure day care child is placed on a mat during floor time," which would violate the child's personal rights. The RP reported concerns that their infant was placed directly on the carpet and request that the infant be placed on a blanket/mat during tummy time. Regulations do not prohibit an infant from being placed on a blanket during awake supervised tummy time nor do they prohibit an infant from being placed directly on the floor during such activities. Based on observation and the statements obtained, there was insufficient evidence to indicate that placing the infant on the carpet was harmful or that the infant was exposed to unsafe conditions. Therefore, the allegation is UNSUBSTANTIATED meaning although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.
