On 11/18/2025 at approximately 08:30AM Licensing Program Analyst (LPA) Jamel Maiwandi conducted a subsequent complaint investigation at Kindercare Learning Center to deliver investigation findings. LPA met with Director Paula Zimmerman and assistant director Cheyenne Munoz and explained the purpose of today’s visit. During today's inspection there were 22 children in care with 6 staff members present. Director stated there are 59 children enrolled. Finding determination for the above allegation was delivered during today's inspection.

Complaintaint alleges staff are not providing adequate supervision resulting in day care children engaging in physical altercations. During the course of the investigation, LPA conducted interviews with relevant parties, completed a physical plant inspection, made observations, and reviewed copies of requested documents.

Interviews conducted with parents concluded they have seen multiple teachers in a room with children and have not seen children fight. Staff interviewed stated they believe facility does adequate job providing assistance with supervision in instances of children who get injuries, have temper tantrums, or need bathroom breaks to assist with watching other children. Staff stated they communicate via walkie talkies and use codes to indicate what type of assistance is needed and to ensure children are still supervised. However, staff have also indicated that it is difficult to observe all children when multiple incidents are happening at the same time and do their best when an incident occurs. LPA observed staff to communicate via walkie talkies when assistance is needed and assistant director and director both utilize this system.

Based on interviews conducted and information obtained throughout the investigation, the allegation is found to be UNSUBSTANTIATED. A finding that is unsubstantiated means although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Exit interview conducted with Director Paula Zimmerman and assistant director Cheyenne Munoz, whose signature on this report confirms receipt. Appeal rights were provided.


A Notice of Site visit was provided and shall remain posted for 30 days.
