On 3/12/2025 at 1:30 AM Licensing Program Analysts (LPA's), Kareeca "Reeca" Sykes and Ashley Hollinger conducted an Unannounced Random Inspection at Kindercare Learning Center. LPA's met with Assistant Director Julianna O'Dae and not shortly after Director Paula Zimmerman arrived at the facility. LPA's explained the purpose of this visit and LPA's were granted authority to enter the facility. The facility was toured to conduct a Health and Safety Inspection. Facility's operating days and hours are Monday to Friday 6 AM to 6 PM. This is a school age program licensed for 24 children and the Assistant Director stated there are 34 children enrolled.

LPA's inspected the physical plant and toured the premises with the Assistant Director Julie O'Dae.
Indoor space: Facility operates in 2 Different Classrooms
  • School Age A: 1 staff with 14 children
  • School Age B: 1 staff with 14 children
At approximately 11:45AM LPA's Kareeca "Reeca" Sykes and Ashley Hollinger conducted a facility tour with the Assistant Director. All areas identified on the facility sketch were inspected. LPA's did not observe any school age children or staff present during this inspection. Teacher-child ratios were observed to be in accordance with Title 5 regulations. The Licensee is within the conditions, limitations, and capacity specified on the license. Staff names were recorded.

LPA observed the facility to be clean, safe, sanitary and in good repair. Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and hand washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. At this time, the office is used as an isolation area. There are chairs in the office. Parents are contacted immediately when children are determined to be ill and staff are ensuring that children with obvious symptoms of illness are not being accepted. Continued Page 2

Page 2 Snack/Lunch menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides AM snack, lunch and PM snack. All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination, and LPA's inspected that any contaminated food is discarded immediately. There is drinking water available in all indoor classrooms and drinking containers / jugs are taken outdoors. All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to children. Storage areas for poisons are locked. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. The licensee takes measures to keep the facility free of flies, other insects and rodents.

Outdoor Space: Outdoor playground was inspected and observed to be fenced and safe. The play equipment was maintained in good condition and free of hazards. Surface of the outdoor activity space was in safe condition and free of hazards. Areas around and/or under climbing equipment, swings and slides have grass as cushioning material that absorbs falls. There were no bodies of water observed. Drinking water is readily available to children during indoor and outdoor activities. Director states there are no weapons or firearms on the premises.


Sign in and out: Sign in and out sheets were reviewed with Director. LPA's observed the sign in and out sheets were digital and parents use a QR code to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. Staff Records were reviewed to ensure that a health screening report is on file. Children’s Records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed.

This facility provides Incidental Medical Services – IMS. LPA's reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The following was discussed:

· The facility shall ensure that each child is accorded the following personal rights: to be accorded safe, healthful and comfortable accommodations (Outside areas should provide adequate shade for the comfort of children in high temperature weather as well as all padding in playground area must have be cushioned to ensure children's safety in the event that a child falls).

At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Director, Paula Zimmerman, Report, Appeal Rights and Procedures, and Notice of Site was reviewed, explained, and provided.
