13 | On 11/3/2025 at 1:25 PM, Licensing Program Analyst (LPA) Kayla Merchant conducted an unannounced Subsequent Complaint Investigation at Angels Montessori Preschool - Concord. LPA met with Director, Maryam Karampour and explained the purpose of today’s inspection. The finding for the above allegation was delivered during the inspection.
During the course of the investigation, LPA inspected the facility, reviewed records, obtained documents and conducted interviews.
It was determined that on an unknown date in May 2025, daycare children were not adequately supervised when they were able to climb a fence and throw rocks into a neighbor's yard without the teachers' observation. In addition, on 8/13/2025, while opening the complaint, LPAs observed staff not visually supervising daycare children in the yard. .
Based on the interviews, information obtained throughout the investigation and observations, the preponderance of evidence standard has been met. Therefore, the allegation is SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 is being cited on 9099-D page.
Exit interview was conducted with Director Maryam Karampour. Appeal rights were provided.
