On January 12, 2024 at 9:35am Licensing Program Analyst (LPA) Indira Loza met with Director Wednesday Chavis to conduct a Required 3-year inspection. The center also has a School-Age component on site. The Preschool operates out of three classrooms. Present during today's inspection were the Licensee/Director, Teacher Betty Hill, and five preschoolers. The days and hours of operation are: Monday through Friday 7am-6pm.

Indoor Space: The Preschool consists of rooms 5, 4 (Library), and 12 (Art Room). Room 12 is only used when the School-Age children are not present. The facility was in compliance with the teacher-child ratio during inspection. Children were engaged in various activities under the visual supervision of the teacher. Disinfectants, cleaning solutions, and other items dangerous to the health and safety of children were stored in places inaccessible to them. Furniture and equipment were age appropriate and in good condition, free of sharp, loose, or pointed parts. Restrooms for children were observed to be in safe, sanitary, and functioning condition. Floors were clean and free from any tripping hazards. Trash cans for solid waste had tight-fitting covers on and were in good repair. LPA observed a working Fire extinguisher, Smoke detector, and Carbon Monoxide Detectors. Required postings were observed to be posted. LPA observed furniture appropriate in size for the children. All restrooms had functioning toilets and sinks and had supplies that could be easily reached by the children. LPA observed a drinking fountain in room 5 for the children to drink from.

Outdoor Space: The Preschool play yard has an anchored climbing structure with cushioning material to prevent any injuries if a child were to fall from the play structure. Play equipment was maintained in good condition and free of hazards. Shade is provided and there were no bodies of water observed. There were plenty of activities and toys to encourage gross motor development.

Food Services: This facility provides breakfast, lunch, and two snacks which is prepared and delivered by the West Contra Costa School District central kitchen. The water outlets that dispense water used for drinking have not been tested for lead.

Records: A sample of children and staff files were reviewed. There is a at least one opening and closing staff who has a current CPR certificate. Sign in and out procedures and logs were reviewed and accurate. No children require any use of Incidental Medical Services (IMS). Disaster drills are conducted at least once every six months and documented. The last drill was conducted December 15, 2023. The facility has a fully charged 2A10BC fire extinguisher. All documents required to be posted were appropriately posted on the walls: License; Emergency Disaster Plan; Notification of Parents Rights; Personal rights; Child Seat Belt Laws; and daily activity schedules.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). CCC did not complete testing prior to their deadline.

LPA referred Licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs)
