A Prelicensing Visit was conducted today by Licensing Program Managers (LPM) Mayla Mendoza and Loretta Dyson and Licensing Program Analysts (LPA), Melissa Guirit and Melissa Domantay. LPMs and LPAs met with applicants, Venkatagnesh Muthamrayan and Geetha Venkataganesh, and Director Danyel Cheathon. The applicants have submitted an application for an infant license. A health and safety inspection was conducted inside and outside. The center has also applied for a preschool program on-site (license #073408900). The infant program will operate in 2 classrooms, Rooms 134 and 136, Monday to Friday from 7:00am-6:00pm. The measurements are as follows:

INDOORS: 938.98 square feet = 26 children
OUTDOORS: 9621.84 square feet = 128 children

All classrooms are equipped with varied age appropriate materials and equipment. The infant program will serve crib-aged infants in Room 136. There is a separate crib area with 12 cribs for infants. The diaper changing counters are within arms reach of a sink. There are 4 sinks available for children. The owner and director office, as well the staff bathroom will serve as isolation areas for ill children. All yards will be shared between infants, preschoolers and toddlers. The yards are fenced in all around and all climbing structures are cushioned with poured rubber. Infants will utilize all play yards except the climbing structure of the middle play yard which is recommended for ages 2-12 years of age. Infants can utilize the turf area only of the middle play yard. Canopies provide sufficient shade in the play yards. A waiver request was submitted requesting for the shared use of the yards. Director is reminded that no more than 128 children be out on the play yard at any given time. Snacks are provided to older infants; younger infants' families will provide lunches. There is a kitchen available. There is a washer and dryer to launder bedding daily; facility provides sheets. Facility will utilize electronic sign in/out.

This facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS has been submitted to the Department. Danyel Cheathon is a fully-qualified infant director and has completed 16 hours of health and safety training including pediatric CPR and First Aid and Lead Poisoning. There is a working telephone on site. The center has obtained an approved fire safety inspection from the ECC Fire Department on 3/18/21.

Mandated reporter, appeal rights, civil penalties, unusual incident reporting, fingerprint requirements, and COVID protocols were discussed today. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and checking Provider Information Notices (PINs). The director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

Zero Tolerance policies were explained. The center is found to be clean, safe, sanitary, and in good repair. A license for 24 infants will be issued effective today 3/25/21
