On 3/25/21 at 9am, Licensing Program Managers (LPMs) Dyson and Mendoza and Licensing Program Analysts (LPAs) Guirit and Domantay arrived at the facility for an announced prelicensing inspection. LPMs and LPAs met with the applicants, Venkataganesh Muthumarayan and Geetha Venkataga, and the director Danyel Cheathon. An application for a preschool license, with a toddler option, was received for this facility. The facility will also have an infant license on site. The facility will operate Monday-Friday 7am-6pm. The preschool classrooms include: 103, 108, 114, and 118, and the toddler classrooms include: 122, 126, 129 and 131. LPMs and LPAs toured all areas that will be used by and for children, to conduct a health and safety inspection, and the measurements are as follows:

INDOORS: 4,801.09 square feet= 137 children
OUTDOORS: 9,621.84 square feet= 128 children
A fire clearance, with a total capacity of 168 children, including 96 preschoolers, 48 toddlers and 24 infants, was received from the East Contra Costa Fire Protection District on 3/18/21.

LPMs and LPAs observed that all classrooms have sufficient lighting, heating and ventilation for the safety and comfort of children and staff. The floors and surfaces are clean and in good condition. There is an ample supply of age appropriate activities, equipment, and furniture that is in good condition. There is a total of 12 toilets and 23 sinks available for children, and they are in sanitary and operational condition. There is a separate bathroom for staff. The office and staff bathroom will be used for the isolation of sick children. The kitchen is clean and LPMs and LPAs did not observe any cleaning supplies stored with food. The facility will provide snacks and lunch will be brought from home. LPMs and LPAs observed an ample supply of cots, which are stored appropriately. The facility will utilize an electronic sign in/out system.

The facility is equipped with 4A80BC fire extinguishers, a centralized smoke and carbon monoxide detection system, telephone, and first aid supplies. LPMs and LPAs did not observe any hazardous items, toxins, bodies of water or medication accessible to children today.

Children will have individual disposable cups, which will be refilled by staff as needed, using the water fountains that are indoors and outdoors.

The outdoor play areas are fully fenced and there is an ample supply of toys, equipment and activities available and they are in good condition. All outdoor play areas will be accessible to all programs, but the applicants and director were reminded to follow the manufacturer's guidelines for age of children to use the play structures. There are canopies above the play areas to provide shade. No defects or dangerous conditions were observed on the playground. A waiver request for the outdoor play area has been submitted.

Documents have been received and reviewed, to verify that Danyel Cheathon qualifies as an infant and preschool director, and has met all training requirements. The COVID-19 self-assessment has been completed by the facility and reviewed, and all required postings are available including ones with guidance and recommendations to limit the spread of COVID-19.

The applicants and director were reminded about the Incidental Medical Services (IMS) policy. This facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS has been submitted to the Department. The applicants and director were advised to review information related to applicable regulations on Licensing’s website at www.ccld.ca.gov. LPM reminded the applicants and director to adhere to all requirements within the regulations at all times including supervision, personal rights, unusual incident and injury reporting, and criminal record clearance and association requirements. The applicants and director were encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. They were reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

The preschool license, with a capacity of 137 including up to 48 toddlers with the toddler option, will be effective today 3/25/21. This report will remain on file for 3 years. An exit interview was conducted, and a copy of the report was provided.
