On October 3, 2024 at 8:30 AM Licensing Program Analyst (LPA) Nyeesha Blount, conducted an Unannounced Complaint site inspection to deliver complaint findings. LPA met with Director Posner, Heather who are background cleared. LPA advised Licensee of the nature of the inspection. Current Census today is 0 children which consists of (0) preschool children. LPA obtained a copy of the children's current roster, observations and staff interviews were conducted at the time of the inspection.


Based on LPA's observations which were conducted and record review, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations,101238 (a)(1) is being cited on the attached LIC 9099 D.

(a) The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors.

(1) The licensee shall take measures to keep the center free of flies, other insects, and rodents.


This requirement has not been met as evidenced by:

Director will close classroom (1) until further notice and sprayed daily for the next week. classroom (2) will be sprayed weekly, removal of all rugs, pillows, stuff animals, & any linen. Play yard will be deep cleaned weekly by landscaper. Janitorial staff will deep clean daily the next few weeks. No pets on the facility indefinitely. Parents will pick up & drop off children at the front gate, electronic sign in tablet will be accessible. All children's clothing and linen will be sent home immediately and must returned in sealed plastic bags. Sandbox and hillside will be off limits until further notice. Director will utilize a tracking sheet frequently to check flea traps in classrooms. Director will provide updates weekly by POC date of November 3,2024.

Based on LPA's observations and verbal confirmation from Director the facility has fleas in the classrooms and outside play yard. Which poses an potential Health and Safety or Reporting Requirement risks to the children in care.
