On January 28, 2025 Licensing Program Analyst (LPA) Indira Loza met with Directors Brianne Ayala and Mylene Ignacio for an unannounced Annual/Random inspection. The infant center was inspected for a health and safety check. Present during the inspection were 5 infants, 8 toddlers, and 5 finger print cleared staff. The teacher/child ratio was being met today. This center operates Monday through Friday 7:30am to 6pm. There is also a preschool component (facility #070212089) operating out of three classrooms on the left side of the building.
CLASSROOMS: The infant component operates out of two classrooms on the right side of the building which were inspected. There is adequate heating/air conditioning, ventilation and lighting. The changing table is within arms reach of the sink. LPA did not observe cleaning supplies or toxic items accessible to children during today's inspection. The toys appear to be safe and well maintained. There were play and learning materials available for the children. The floors, furniture, and equipment are age appropriate and in good repair. There is proper individual storage space for each child. The smoke detector is hardwired and there is a working carbon monoxide detector in the toddler class, the facility is equipped with a working telephone, and pull down fire alarm system.
FOOD SERVICE AREAS: The kitchen is not accessible to children in care. A menu is posted and is visible for review. Infant bottles are brought from home and are not appropriately labeled. Drinking water is available both indoors and outdoors and staff refill a Brita water jug to provide the water. Children bring water bottles from home. The center serves Breakfast, Lunch and one snack.
OUTDOOR PLAY AREAS: There were plenty of age appropriate activities and plenty of shade for the children in care. The outdoor play area is fully fenced in. There is a separate outdoor play area for the infants and the toddlers. There were no bodies of water or pools on the daycare premises. There was plenty of space for the children to run and develop their gross motor skills. The sandbox on the toddler play yard was free from any hazardous materials.
BATHROOMS AND TOILETING AREAS: The changing table has a padded surface covered with vinyl and is within arms reach of the sink. The sinks and faucets are in safe and sanitary operating condition. There are

size appropriate sinks and toilets for the toddlers to use.

RECORDS: LPA reviewed children files, all were complete except one file was missing the Individual Infant Sleeping Plan (LIC9227). Five staff files were also reviewed. All individuals subject to criminal record review have a criminal record clearance. All required documents are posted for public review. Disaster drills are being conducted at least once every 6 months, the last fire drill took place on 12/18/24. No IMS is being provided as of today. There is a staff member with a current CPR certification during all hours of the day care.

Director was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Personnel Roster must be properly maintained, and fire/disaster drill must be conducted every six (6) months and documented. Director was reminded that California Law requires all facilities to report unusual incidents or injuries to children in care, to child's parents, and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone or fax. LPA informed Director that all forms can be downloaded at www.ccld.ca.gov. Director was also informed that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. CCC completed testing and there were no exceedances. LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.
