On 7/13/23, Licensing Program Analyst (LPA) Melissa Guirit conducted a Prelicensing inspection for the initial application that was submitted by the applicant. LPA met with applicant, Amirh Davis and toured all areas of the facility for a health and safety inspection. Present for today's inspection were seven children and 3 staff. The childcare is in the same building as a workspace where the parents are able to work. There is a separate entrance for the child care. The hours of operation are Monday through Friday from 8:00am to 5:00pm. The measurements are as follows:

INDOORS: = 782.42 sq ft = 22 children
OUTDOORS : 878.89 sq ft = 11 children
A fire clearance, with a total capacity of 18 children, 12 preschoolers, ages 2 years to first grade entry and 6 toddlers, ages 18 months to 36 months was received from the Contra Costa County Fire Protection Department on 6/22/23.

There is one classroom that is separated by a baby gate to ensure preschoolers and toddlers do not commingle. LPA observed that the classroom has sufficient lighting and appears to be clean and in good condition. LPA observed an ample supply of age appropriate activities, equipment and furniture. The building has fully charged 3A40BC fire extinguishers in each room, working fire alarm and carbon monoxide detector, and first aid supplies. There is a working telephone at the center. LPA did not observe any hazardous items that would be accessible to children. Families provide food from home for the children. However, per applicant, facility is planning to be part of the food program. Per applicant, there are emergency snacks for children. Facility will utilize manual sign in/out. There are a total of two toilets and two sinks for children to utilize. The chaging table is within arms reach of a portable sink. There is a separate bathroom for staff to utilize.

LPA observed the outdoor play area, which is each fully fenced. LPA reminded applicant to be sure that 100% supervision is provided and age appropriate. A waiver will be needed to show a rotating schedule for the preschool and toddler. The play area provide sufficient cushion for children in case of a fall. LPA observed shaded areas for children. The isolation area will be in the main office. See 809-C for continuance.

Angelina Aguilar is considered a qualified Director with current CPR/First Aid that expires 07/2024 and mandated reporter training's completed and current.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.71, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with applicant the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A preschool with toddler option license for a capacity of 18 children (12 preschoolers and 6 toddlers) will be effective today, 07/13/23. There are no deficiencies being cited today. A notice of site visit was given to applicant and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
