25 | On 08/02/2023 at 5:00 PM, Licensing Program Analyst (LPA) Christina Watts conducted a Case Management Inspection at Kensington L'Academy Language Immersion PS - Infant. LPA met with owner ZhenZhen Li and explained the purpose of today's visit. Present during inspection were 8 infants with 3 staff (2 teachers and 1 teacher's aide) in 2 classrooms. Owner stated 8 children are currently enrolled. All staff present had Criminal Record Clearance.
LPA observed on the infant playground multiple rat traps as well as feces of rat on sidewalk area of playground area. Interviews stated that staff have seen rat and/or rat droppings in the last month. Interviews also disclosed multiple sightings of cockroaches. Interviews stated that facility has an issue with rats with the first sighting in January 2023. Interviews stated that owner brought traps for facility back in March 2023 and staff were tasked to clean up the traps. Interviews also stated exterminator had not been called until July 2023. Interview stated that Exterminator has come to facility and set traps. Staff state they still see rat droppings on the walkway of playground. This is a violation of California Code of Regulations, Title 22.
LPA Christina Watts informed Owner, ZhenZhen Li that this report dated 08/02/23 with 1 Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care.
Furthermore, LPA Watts informed the Owner to provide a copy of this licensing report dated 08/02/23 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
