On 6/16/23, Licensing Program Analyst (LPA) Melissa Guirit conducted a Prelicensing inspection for the initial application that was submitted by the applicant. LPA met with applicant, Antonio Betts and toured all areas of the facility for a health and safety inspection. The hours of operation are Monday through Friday from 7:00am to 6:00pm. The measurements are as follows:

INDOORS: = 1,988.41 = 57 children
OUTDOORS : 1,584.79 = 21 children
A fire clearance, with a total capacity of 36 infants, ages birth to 2 years old, with a toddler option of 24 toddlers, ages 18 months to 36 months was received from the Moraga-Orinda Fire District on 06/05/23.

LPA observed that the classroom has sufficient lighting and appears to be clean and in good condition. LPA observed an ample supply of age appropriate activities, equipment and furniture. The changing table in the Hippos playroom is within arm's reach of a sink. The crib area (Hippos nap room) has 12 cribs for crib age children. The building has a fully charged 3A40BC fire extinguisher, working fire alarm and carbon monoxide detector, and first aid supplies. There is a working telephone at the center. LPA did not observe any hazardous items that would be accessible to children. Families will provide food for children and milk up to one year old from home and facility will provide snack. Facility will utilize electronic sign in/out. There is a bathroom designated for children who are potty trained. There are two toilets and two sinks in the bathroom. Per applicant, the facility will also have potty training chairs available for children to utilize.

LPA observed the three outdoor play areas, which are each fully fenced. LPA reminded applicant to be sure that 100% supervision is provided and age appropriate. A waiver will be needed to show a rotating schedule between the infants and toddlers. The play area provide sufficient cushion for children in case of a fall. LPA observed shaded areas for children. The isolation area will be in the main office.

Maria Velez is considered a qualified Director with current CPR/First Aid and mandated reporter training's completed.

If this facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS must be submitted to the Department. Mandated reporter and appeal rights, civil penalties, unusual incident reporting and fingerprint requirements were discussed today. LPAs reviewed responses and provided technical assistance including postings. Licensee is also being informed of the web address (www.ccld.ca.gov) for downloading child care forms, and the director is encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The director is also reminded that mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

A Infant license for a capacity of 33 infants with 24 toddlers, will be effective today, 06/16/23. There are no deficiencies being cited today. Exit interview conducted with applicant, Antonio Betts.
