On 11/02/2023 at 9:30 AM, Licensing Program Analyst (LPA) A. Curry conducted an unannounced case management – licensee initiated inspection to increase the capacity at the facility. LPA met with licensee, Taylor Deal, who guided the analyst on a tour of the facility. Also present for the inspection is the Licensee's fingerprint cleared assistant, Sara Herbert, and 10 children in care ( 7 preschoolers and 3 school-age children, who are under the age of 10). The facility is operating out of ratio (See 809D). The hours of operation for the child care home are Monday - Thursday from 9:00 AM to 1:00 PM. A tour of the home was completed with the licensee to conduct a health and safety inspection.

The home is single-story and consist of 3 bedrooms, 2 bathrooms, living room, kitchen, fenced backyard, and garage. The children will use the bathroom in the hallway, living room, and backyard. Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for safety and comfort. The off-limits areas are the 3 bedrooms, bathroom located in the master bedroom, kitchen, and garage, which will be inaccessible by closed and/or locked doors and visual supervision. The Isolation area will an area in the living room away from the other children. The licensee was advised that any area that will be changed to an on limit area will need to be inspected by Licensing prior to use. There were safe toys, play equipment, and materials observed for children. LPA did not observe any bodies of water, toxins, medications or hazardous items that would be accessible to children during today's visit. The licensee was advised that all poisons and/or hazardous items must be kept in a locked cabinet/drawer or placed out of reach of children. The licensee stated there are no firearms on the premises. LPA reminded the licensee that smoking, baby walkers, bouncers, jumpers and similar items are not allowed in family child care homes.

The home is equipped with a fully charged 3A40BC fire extinguisher, working dual smoke alarm and carbon monoxide detector. There is a working telephone in the home and there is a screened fireplace in the living room, which is made inaccessible to children in care. The applicant completed the required preventative health and safety training, which includes 1 hour of nutrition, the required lead poisoning prevention training, and has current CPR and First Aid training which expires on July 31, 2024 respectively.

Fire clearance request was approved on 09/07/2023.

AB1207 Mandated Child Abuse Reporting – On or before March 30, 2018 any person who works in a child care facility shall complete the training and renew the training every 2 years. Website provided: https://www.mandatedreporterca.com. The licensee completed the training on September 9, 2022.


LPA discussed and reminded Applicant day care needs to be operated within the limitations and capacity of a Large Family Child Care Home with regards to ratios and that Licensee has to be present in the day care for 80% of the operation hours. The licensee received ratio documentation for a small and large license The Licensee was reminded that an assistant is needed with a large family child care home license, and whenever an assistant is not present, the licensee will comply with the capacity requirements for a small family child care home.

LPA provided the main office number for the Oakland Regional Child Care office (510) 622-2602. Licensees are to call and report injuries or unusual incidents within 24 hours of knowledge of occurrence. Licensees are to review the form (LIC 624B) to follow up in writing within 7 days of the injury/unusual incident.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.



Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Effective as of 11/02/2023, change of capacity application has been approved.

Exit interview conducted, appeal rights were given, and report was reviewed with the Licensee, Taylor Deal.

LPA observed 10 children in care. The licensee indicated her assistant's children were present today, so that is why the facility was operating out of ratio. The facility came back into compliance by being approved for a Large Family Child Care home effective today 11/02/2023.
