On Tuesday March 26, 2024, Licensing Program Analyst, (LPA) M. Domantay met with owner Karim Ramzanali, for the purpose of an unannounced case management inspection for an application that was submitted for a change of capacity and room change. Facility is requesting to increase capacity to 20 infant children and adding Classroom A2 to the Infant program. Facility operates Monday through Friday from 7:00 AM to 6:00 PM. The fire clearance was granted on 3/15/2024. LPA conducted a full tour of the facility indoors and outdoors with Owner's Wife.

INDOOR ACTIVITY SPACE:
There are 2 classrooms designated for the Infant program, all measurements for Room A1 and A2 remain the same from previous inspection.

There are 2 classrooms designated for the Infant program: Classroom A1 and A2. LPA observed the classrooms to be equipped with sufficient amount of equipment, age-appropriate toys, tables, chairs, highchairs, cubbies, napping cots, and 9 cribs. Owner acknowledges there will be a maximum of 9 crib infants, due to available cribs. There is a first aid kit in each of the classrooms. Medications will be stored in the office in a locked box. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Owner stated there are no poisons or firearms on the premises. Owner stated there will be a water pitcher and cups available in the classroom. LPA observed a functional carbon monoxide detector in the kitchen. LPA observed an electronic sign-in/sign-out system.

Classroom measurements for Classroom A1 and A2 remain the same from previous inspection. The total classroom space contains a total of 889.76 square feet, which will accommodate Applicant's request for the additional 16 infant children. There are 2 sinks for the children, and a separate private restroom for the staff located off of the main entry way. LPA observed sufficient changing tables within arm's reach of a sink to accommodate the requested infant capacity. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There is one infant outdoor area on the property. The outdoor play area is fenced with a wrought iron fence that is at least four feet tall and separates the infant yard from the preschool and toddler play yards. The play structure includes a safety label, which designates use for children 6 to 23 months old. LPA observed a sufficient amount of equipment and toys. There are no bodies of water on the premises. There are shaded areas supplied by trees and overhangs.

All infant outdoor play area measurements remain the same from previous inspection.

LPA notified Owner, Karim will need to submit a request for a waiver for the infant outdoor play area to accommodate the maximum capacity of 15 infant children outdoors at any given time with a set schedule in place.

LPA discussed 100% supervision is always required in all areas that children have access to including the
bathroom. Personal Rights, inspection authority, reporting requirements, maintaining buildings and grounds
was reviewed. Staff Qualifications, Staff to Children’s ratios and Capacity was explained to ensure
compliance. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director’s absence must be reported to the department within 10 working days.

Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs)


throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and
stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other
important information communication platforms.
