Licensing Program Analysts (LPAs) Jyoti Saini and Kassandra Medrano arrived unannounced to deliver the findings from a complaint investigation for the above allegation. LPAs met with Licensee Karim Ramzanali and explained the purpose of the inspection. Present during today's visit were the licensee, director and two (2) staff members supervising 4 infants.
Based on interviews, records reviews, and documentation obtained during the course of the investigation, the Licensing Program Analysts (LPAs) determined that the Needs and Services Plans for children C1 and C2 were not updated quarterly. which concludes that the facility do not update the infant’s Needs and Services Plan. The preponderance of evidence standard has been met; therefore, the allegation is found to be SUBSTANTIATED. California Code of Regulations {Title 22, Division 12, Chapter 1, Section 101419.3 (a) is being cited on the attached LIC 9099D
Appeal rights were given.
An exit interview was conducted, and the report was reviewed with the Licensee, Karim Ramzanali.

Based on observations and record reviews, the Licensing Program Analysts (LPAs) determined that the facility has all the Needs and Services Plans posted on the refrigerator in the classrooms. Although record reviews indicated that the Needs and Services Plans for two children were outdated, this alone does not demonstrate that the facility does not follow the Needs and Services Plans. Although, the allegation may have happened or is valid, there is not perponderance of evidence to prove the alledged allegation did or did not occur, therefore the allegation is UNSUBSTANTIATED.
Appeal rights were given. An exit interview was conducted, and the report was reviewed with the Licensee, Karim Ramzanali.

Licensing Program Analysts (LPAs) Jyoti Saini and Kassandra Medrano arrived unannounced to deliver the findings from a complaint investigation for the above allegation. LPAs met with Licensee Karim Ramzanali and explained the purpose of the inspection. Present during today's visit were the licensee, director and two (2) staff members supervising 4 infants.
Based on interviews and record reviews, LPAs did not find any incidents indicating that a lack of supervision is resulting in biting. The facility has a biting and behavior policy in place to ensure the health and safety of children in care. Although, the allegation may have happened or is valid, there is not perponderance of evidence to prove the alledged allegation did or did not occur, therefore the allegation is UNSUBSTANTIATED.
Appeal rights were given. An exit interview was conducted, and the report was reviewed with the Licensee, Karim Ramzanali.
