On 12/12/23, Centralized Application Bureau (CAB) Licensing Program Manager Mai Lor and Licensing Program Analyst Andrew Elliot met with Facility Representative Karim Ramzanali for the purpose of a pre-licensing inspection. Applicant requests a preschool license to serve 76 preschool children from age two to entry into first grade and 34 toddlers ages 18-36 months under the toddler option program. The total requesting capacity is 110 children. The program will operate Monday through Friday from 7:00 a.m. to 6:00 p.m. The fire clearance was granted on 08/29/2023. The facility will provide breakfast, lunch, and afternoon snacks.

LPM and LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPM discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

INDOOR ACTIVITY SPACE:
There are four preschool classrooms (Classroom EP-1, Classroom EP-2, Classroom C-1, Classroom D-1) and three Toddler Option classrooms (Classroom B-1, Classroom A2, and Classroom A3). There is a central kitchen to support the food service equipped with a stove and refrigerator. LPA observed the classrooms to be equipped with sufficient amount of equipment, age-appropriate toys, tables, chairs, cubbies, and napping cots. There is a first aid kit in each of the classrooms. Medications will be stored in the office in a locked box. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises. Applicant confirmed to LPA that they will provide water to children by having water pitchers and cups in each classroom. LPA observed a functional carbon monoxide detector in the kitchen. LPA observed an electronic sign-in/sign-out system.

LPA measured 3 toddler option classrooms and 4 preschool program classrooms. The total classroom space contains a total of 5009.28 square feet, which will accommodate Applicant's request for 76 preschool children and 34 children enrolled in a toddler component. There are 6 toilets and 21 sinks for the children, and a separate private restroom for the staff located off of the entry way. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There are three outdoor activity spaces on the property for use in the preschool program: Preschool Playground, Early Preschool Playground and Toddler Playground. The outdoor play area is fenced with a high wooden around its perimeter that is at least four feet tall. Wrought iron fencing separates the preschool yard from the toddler option yard infant yard. LPA observed sufficient toys and equipment for the number of children enrolled. The outdoor area includes 3 play structures, and each play structure includes a safety label which designates their appropriate age range. Two play structures located in the preschool yard have safety labels indicating they are safe for use by children between 2 to 5 years old. One play structure located in the toddler yard area has a safety label indicating it is safe for use by children between 9 months and 18 months. There are no bodies of water on the premises. There are shaded areas supplied by trees and overhangs.

LPA measured the outdoor activity space for both the preschool aged yard areas and the toddler component yard area. The outdoor preschool component play area contains a total of 5,078.77 square feet, which will not accommodate Applicant's request for 76 preschool children. The applicant will need to request a waiver to have children in the preschool program use the outdoor play area in 2 separate groups. This waiver will allow for accommodate 134 preschool age children in two groups of 67, which will accommodate the applicant’s request for 76 preschool age children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

The outdoor play area for the toddler component contains a total of 993.34 square feet, which will not accommodate Applicant's request for 34 preschool children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

In order to accommodate the requesting capacity of 76 preschool children and 34 toddlers in toddler option program, the facility may request for an insufficient outdoor waiver to include a rotating schedule with a maximum of 67 preschool children and maximum of 13 toddlers at any given time.

LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.
